answer	answer is ministerial correction date of answer 25/03/2019 answer text <p>Entitlement to free National Health Service care is largely based on being ordinarily resident in the United Kingdom. Being ordinarily resident means, broadly, living here on a lawful and properly settled basis as part of the regular order of his or her life for the time being, with non-European Economic Area nationals subject to immigration control also required to have an immigration status of indefinite leave to remain.</p><p> </p><p>Under the Charging Regulations, there is no reason why a person of no fixed abode cannot pass the ordinarily resident test, if they meet the ordinary residence criteria and are therefore exempt from charges. In determining whether charges are to be made under the Charging Regulations, service providers must make such enquiries as are reasonable in all the circumstances. We expect providers to consider the fact that in some circumstances it will be particularly difficult for a person with no fixed abode to provide documentary evidence of their ordinary residence status.</p><p> </p><p>The NHS will always provide immediately necessary care, including maternity care, to any patient, regardless of their status in relation to the Charging Regulations.</p><p> </p><p>NHS England has produced guidance for general practices clarifying rights of patients and responsibilities of providers when patient register with a general practitioner. Some services continue to remain free to all regardless of residency status, which currently includes primary medical services, the diagnosis and treatment of infectious diseases and accident and emergency services. Also, some groups of particularly vulnerable overseas visitors remain exempt from charge for all their treatment, including refugees and persons granted asylum, failed asylum seekers receiving specified packages of state support, victims of modern slavery, including human trafficking, and children looked after by a local authority. Data and progress of NHS England’s Veterans Mental Health Transition Intervention and Liaison Service and Complex Treatment Service is presented to the Ministry of Defence/UK Departments of Health Partnership Board, Joint Commissioning Group and the Cabinet Office led Covenant Reference Group. Both services are also continually assessed by NHS England.</p><p> </p><p>In England, as well as these veteran specific services, veterans are able to access mainstream mental health services. Some CCGs may choose to use non-National Health Service providers, including those run by charities. It is up to the local CCG to make commissioning decisions.</p><p> </p><p>The Department does directly provide funding to third sector organisations through the voluntary, community and social enterprise organisation (VCSE) Health and Wellbeing Programme, which launched in 2016, replacing the previous VCSE grant funding and engagement programmes. A key part of the programme is the Health and Wellbeing Fund, and the theme for the Fund in 2019-20 is children and young people’s mental health. answer	answer is ministerial correction date of answer 10/09/2018 answer text <p>NHS England is working with local clinical commissioning groups (CCGs) and providers in Coventry and the wider West Midlands to improve services and reduce waiting times, looking at how the New Care Models, set out in the Five Year Forward View for Mental Health can bring benefits for the local population.</p><p> </p><p>Coventry and Rugby CCG is working to reduce the number of children requiring treatment for urgent mental health conditions at University Hospital Coventry. The CCG has commissioned an Acute Liaison Team that works to undertake an assessment within a maximum of 48 hours when young people present with self-harm or mental health crises. The CCG is engaging with partner agencies to review pathways across agencies for children in crisis and to commission more preventative services.</p><p> </p><p>The Government is committed to transforming children and young people’s mental health services, making available an additional £1.4 billion for mental health services for children and young people by 2019/20. Improving provision of children and young people’s urgent and emergency mental health care is a priority for NHS England as part of this wider transformation of mental health support. answer	answer is ministerial correction date of answer 02/07/2018 answer text <p>The Secretary of State for Health and Social Care speaks regularly with colleagues across Government on a range of issues, including mental health.</p><p> </p><p>The Secretary of State for Health and Social Care asked Public Health England to lead a project to analyse and publish data on student suicides in England. The Office for National Statistics was commissioned to research this issue, and the report ‘Estimating suicide among Higher Education students, England and Wales’ was published on 25 June 2018.</p><p> </p><p>The Department of Health and Social Care works closely with the Department for Education on such matters and in December 2017, published the joint ‘Transforming children and young people’s mental health provision: a green paper’.
