Commissioners are responsible for commissioning appropriate cultural provisions when planning services for their population, including children and young people.</p><p>Local transformation plans cover all local areas and are expected to make explicit how health inequalities are being addressed based on their Joint Strategic Needs Assessment.</p><p>The NHS Long Term Plan also sets out that more will be done to develop and imbed cultures of compassion, inclusion, and collaboration across the National Health Service. In it, the Government accepted the recommendation to provide annual updates to the Committee on various aspects of data relating to young people’s access to mental health services, until April 2022. These will include more reliable statistics as new measures are developed and published.</p><p> </p><p>The Government’s response also provided the latest available information, as far as it is collected and available, as well as showing where this information is routinely published.</p><p> </p><p>Information on outcomes for young people with mental health issues who do not receive any or timely treatment is not collected centrally.</p><p> </p><p>Progress on achieving parity of esteem for children and young people’s mental health services is monitored against key measurables such as access and waiting times standards.</p><p> </p><p>The NHS Long Term Plan sets out how it intends to improve services that support children and young people including those who require mental health services. It commits to growing investment in mental health services faster than the overall NHS budget. The first aims for 95% of children (up to 19 years old) with eating disorders to receive treatment within a week for urgent cases and four weeks for routine cases.</p><p> </p><p>81.3% of children and young people’s eating disorder patients started urgent treatment within one week and 80.2% of patients started routine treatment within four weeks in April to June 2018. The second aims for 50% of patients of all ages experiencing a first episode of psychosis to receive treatment within two weeks of referral. Following this, the NHS has published its Long Term Plan which sets out what the NHS will deliver for patients over the coming years. answer	answer is ministerial correction date of answer 04/12/2018 answer text <p>The Department of Health and Social Care works with a number of other Departments to improve mental health support for young adults:</p><p> </p><p>We support the work of the Department for Education on the mental health of university students. In June 2018, the Department for Education announced a number of initiatives to promote university student mental health, including the launch of a University Mental Health Charter; a Department for Education-led working group looking into the transition issues students face when going into higher education; and exploring whether an opt-in requirement for universities could be considered, so they could have permission to share information on student mental health with a parent or other trusted person.</p><p> </p><p>On suicide prevention, we have worked with partners across Government and its agencies to develop the first cross-Government suicide prevention work plan which sets out our commitments for suicide prevention up to 2020 and will be published soon. This includes actions for addressing suicide and self-harm prevention in young people and adults.</p><p> </p><p>We are working with the Department for Digital, Culture, Media and Sport (DCMS) on the impact of social media on young people’s mental health, including on the joint Home Office / DCMS Online Harms White Paper. The White Paper is considering measures including a code of conduct for social media companies and improving transparency reporting.</p><p> </p><p>We are working with the Ministry of Justice, NHS England and Public Health England to divert people with mental health, substance misuse and other vulnerabilities into treatment and away from custodial sentences where appropriate. Liaison and Diversion services operate in police stations and courts to identify, assess and refer people of all ages with mental health and other vulnerabilities to treatment or support services when they first come into contact with the criminal justice system. This point of transition is an important stage for young people, and it is not always easy. In January 2015, NHS England published a Model Specification for Transitions from Child and Adolescent Mental Health Services, to support better transition planning and delivery by local providers. Transition from children and young people’s mental health services has also been included as one of 13 mandatory national indicators in the Commissioning for Quality and Innovation scheme (2017/19), which offers financial incentives to local areas to encourage improved transition planning for children and young people.
