These arrangements will be monitored by NHS England through its assurance processes for specialised services.</p><p>On 28 March 2024, the NHS England Board approved the recommendation that the 32 specialised services listed in Annex A of Item 7 of Specialised Commissioning: update on specialised services for delegation, would be retained by NHS England.</p><p>Regardless of delegation status, NHS England will remain the accountable commissioner for the entire portfolio of specialised services, and as part of this role, will monitor the effectiveness of delegation and the lists of services. It should be noted that NHS England does have the ability to bring a service back under national commissioning control, under the safeguards put in place to support delegation.</p><p>All specialised services, whether retained or delegated, must comply with nationally developed standards, including service specifications and clinical commissioning polices. ICBs will be able to use specialised services funding to transform and develop services and pathways across their core and specialised responsibilities, to improve quality of care and equity of access and value, whilst also complying with national standards.</p><p>Whilst delegation is not an end in itself, moving to ICB-led commissioning supports a focus on population health management across whole pathways of care, and gives ICBs the powers they need to improve the quality of services, tackle health inequalities, and ensure best value. NHS England set out in detail the benefits of greater ICB involvement in the commissioning of appropriate specialised services in the Roadmap for Integrating Specialised Services within Integrated Care Systems, and subsequent board papers. answer	answer is ministerial correction date of answer 08/05/2024 answer text <p>Our Delivery plan for recovering urgent and emergency care services sets out the range of measures being taken to reduce ambulance and emergency department waiting times, including in Yorkshire.</p><p>Backed by £1 billion of dedicated funding, we delivered 5,000 additional core hospital beds in 2023/24 and will maintain this capacity expansion in 2024/25. Ambulance trusts received £200 million of additional funding in 2023/24 to increase deployed hours and reduce response times, which will also be maintained this year.</p><p>Since we published our plan there have been significant improvements in emergency care performance, including in Yorkshire. answer	answer is ministerial correction date of answer 24/05/2024 answer text <p>It is a known risk that some analogue telecare devices may not be digitally compatible or perform as reliably on digital networks. In November 2021, the Technology Enabled Care Services Association (TSA), the industry and advisory body for technology enabled care in the UK, released a statement requesting service providers discontinue purchasing new analogue-only units. Where there is an ongoing requirement to communicate in analogue protocols, providers can procure ‘hybrid’ alarms that communicate in both analogue and digital protocols.</p><p>Despite this, some telecare suppliers are still selling analogue devices to private customers. Also, telecare service providers may be re-issuing analogue devices to new customers, given the devices’ typical lifespan of five to seven years, before replacing them with digital alarm devices at the end of their lifespan. Alongside the Department for Science, Innovation and Technology and the Department for Levelling Up, Housing and Communities, the Department of Health and Social Care is developing a Telecare National Action Plan which will set out actions that a range of stakeholders, including telecare suppliers and service providers, are expected to take to ensure the safety of telecare users in the switch to digital lines. The Department has been engaging with the telecare industry to raise awareness of the PSTN migration, and to encourage telecare suppliers to offer digitally compatible telecare equipment.
