answer text <p>Through the Start Fund, the Department for International Development is providing support to Action Aid, Christian Aid, the Catholic Agency For Overseas Development and CARE international to deliver assistance to people affected by flooding in Kogi, Anambra, Delta and Niger states. This support will reach 23,000 people and includes food, shelter items, sanitary items such as buckets and soap, and cash transfers to help women restart their livelihoods.</p> more like this

answer text <p>Data collected by the EU- and US-funded Aid in Danger project (from both open and confidential sources) show that, between January 2015 and December 2017, there were 12 incidents of sexual violence and abuse committed against aid workers (individuals employed by or attached to a humanitarian, multi-mandated, UN or government agency, foreign or South Sudanese) in South Sudan. Aid in Danger reports that the low number of incidents recorded in South Sudan suggests that sexual violence against aid workers goes under-reported.</p> more like this

answer text <p>The Supplier Review delivered a number of measures to make it easier for new and smaller businesses to win funding from DFID and ensure fair treatment of sub-contractors. Following consultations with small and medium sized enterprises and NGOs three tiers of reporting requirements for the Supply Partner Code of Conduct have been developed to ensure our processes do not create disproportionate burdens for smaller organisations and NGOs. We are now designing a large new funding framework with dedicated “lots” for smaller suppliers. Furthermore, we continue to hold regional Open for Business events, led by Ministers, across the country to help local businesses understand our processes and encourage them to compete for DFID business. This is all helping DFID to tackle potential barriers and makes it less onerous, costly and time consuming for smaller companies to compete for our contracts.</p> more like this

answer text <p>The impact and effectiveness of the development measures announced by the Prime Minister on her recent visit to Africa will be assessed in the same way as all UK aid, using robust and well established procedures. UK development assistance is rigorously scrutinised to ensure it is used for its intended purpose, including by DFID’s Internal Audit Department, the National Audit Office and the Independent Commission for Aid Impact. DFID implements a robust monitoring and evaluation system to ensure that UK aid reaches the intended beneficiaries and achieves the best development outcomes, with a strong focus on ensuring value for money for the UK taxpayer. Programme evaluations are conducted in line with the UK Government evaluation guidelines to help improve effectiveness and to serve an accountability function. There are strong controls in place to monitor spending, including mapping the flow of funds to beneficiaries and regular audits of programme spending. The Secretary of State for International Development has set a challenge that we ensure aid money is not just spent well, but cannot be spent better.</p>

answer text <p>DFID assesses that opportunities for refugees to work in Kakuma Refugee Camp in Kenya and other refugee camps, can provide considerable benefit for host communities. This includes through increased refugee spending on local goods and services and in some cases, the hiring of host community members to work in refugee owned businesses and homes. The findings of the International Finance Corporation (IFC) and the UN Refugee Agency (UNHCR) study on Kakuma, are consistent with DFID’s recent support to refugees in Kenya, which has helped build the self-reliance of refugees, including through livelihoods opportunities and greater integration with host communities. DFID Kenya has participated in a number of discussions with IFC/UNHCR, the private sector and other development partners on the findings of the study and its implications for donor programming in Kenya.</p> more like this

answer text <p>We firmly believe it is in the interests of both the EU and the UK to strike a deal, and we remain confident that we will agree a mutually advantageous deal with the EU.</p><p> </p><p>We do not want or expect a no deal scenario; however, it is the duty of a responsible Government to continue to prepare for a range of potential outcomes, including the unlikely event of no deal. Should this unlikely outcome materialise, the nature of our future cooperation will necessarily be much more limited.</p><p> </p><p>The UK would still be able to meet its development objectives without channelling development funding through the EU.</p><p> </p><p>The UK and EU will remain global leaders in development in either scenario. answer text <p>Think tanks are an important component of the kind of vibrant, open and diverse ecosystem of civil society organisations that we enjoy in Britain. Effective policy making means hearing expert voices and opinions and being accountable for the decisions we make and think tanks are part of that equation. DFID is acting to ensure that developing countries and their citizens benefit from the same critical friend relationship with this important component of civil society.</p><p> </p><p>DFID builds the capacity of think tanks through our programmes in the developing countries with whom we partner. For example, DFID provides funding to the <a href="http://www.thinktankinitiative.org/" target="_blank">Think Tank Initiative (TTI)</a>, which seeks to build the capacity of independent social and economic policy think tanks to provide evidence-based advice to policy makers. Think tanks supported by TTI push for more open policy making at national, regional and global levels, and deliver new research and policy engagement on important policy areas including poverty reduction, tax, transparency, growth, democratic transition, trade, regional integration, and climate change.</p><p> </p><p>TTI is a ten year joint-funded programme, which runs until September 2019, funding 43 think tanks in 20 countries across Sub-Saharan Africa, South Asia and Latin America. DFID’s current commitment is £6.5m for Phase Two.</p>
