<p>Workforces not covered by pay review bodies include local government, the fire service and the majority of civil servants. Central government has no role in setting pay awards for Local Authority workers or the fire services. These are considered by the National Joint Council, for Local Government Services, and the National Joint Council for Local Authority Fire and Rescue Services respectively. Pay policy for the civil service (excluding senior civil servants) will be set in the usual way through the remit guidance for 2018-19.</p>
