We set out a clear framework to restore confidence in the economy and reduce the deficit which has fallen by three quarters. At just 4.3% our unemployment rate is at its lowest in over 40 years and down from 8.0% in 2010. The economy is now operating with near record high employment and more than 70% of the increase to employment since 2010 has been outside of London.</p><p> </p><p>The government is proud of this record but not complacent. That is why we have introduced new targeted employment support to help young people, people with disabilities and the long-term unemployed this year. We are also committed to building strong city regions led by elected mayors. In England, the new levy revenue will be invested in giving school-aged children a brighter and healthier future. The Barnett formula will apply to this spending in the normal way, and it will be for the Devolved Administrations to choose how they allocate this funding.</p><p> </p><p>As a result of funding allocated for these purposes to the Department for Education at Budget 2016,</p><ul><li><p>In 2016/17 the Scottish Government, Welsh Government and a Northern Ireland Executive will receive £0.3m, £0.2m and £0.1m respectively.</p></li><li><p>In 2017/18, the Scottish Government, Welsh Government and a Northern Ireland Executive will receive £16.4m, £9.5m and £5.5m respectively.</p></li><li><p>In 2018/19, the Scottish Government, Welsh Government and a Northern Ireland Executive will receive £36.7m, £21.2m and £12.3m respectively.</p></li><li><p>In 2019/2020, the Scottish Government, Welsh Government and a Northern Ireland Executive will receive £44.8m, £28.9m and £15m respectively.</p><p> </p><p>Subsequent changes to the levy-funded spending package in England have had no impact on these allocations.</p><p> </p></li></ul> answering member constituency South West Norfolk answering member printed Elizabeth Truss question first answered 04/12/2017 14:07:31 answering member 4097 label Biography information for Elizabeth Truss

answer	answer is ministerial correction date of answer 04/12/2017 answer text <p>As set out by the Universities Minister in his <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2017-10-09/HCWS145/" target="_blank">Written Ministerial Statement of 9th October</a>, the government has frozen university tuition fee caps for the 2018/19 academic year at the same levels as 2017/18. The Autumn Budget 2017 costings are calculated on that basis. Central government has no role in setting pay awards for Local Authority workers or the fire services.
