answer text <p>As at 27 March 2019, HM Courts and Tribunals Service (HMCTS) and the Crown Prosecution Service (CPS) employed</p><p>(a) 8 contingent labour.</p><p>(b) You asked us to provide you with the amount of supplier resource working on reform. We currently contract with a number of suppliers to provide service to us in a number of different ways. Predominantly we contract with suppliers for outcome based deliverables and as such the supplier is responsible for assessing how many resources they need to deliver. This can be flexed and therefore we are unable to provide you with an exact number of supplier resources working across the Crime Programme.</p><p>(c) 60 civil servants are currently working on developing the Crime Programme.</p> more like this

answer text <p>The table below shows the number of Drug Rehabilitation Requirements (DRRs) commenced under community orders and suspended sentence orders in England and Wales in 2016 and 2017.</p><p> </p><p>There is no available published data with a separation of figures for the two countries.</p><p> </p><table><tbody><tr><td><p><strong>Year</strong></p></td><td><p><strong>Number of DRRs commenced </strong></p></td></tr><tr><td><p><strong>2016 </strong></p></td><td><p>9,698</p></td></tr><tr><td><p><strong>2017 </strong></p></td><td><p>8,719</p></td></tr></tbody></table><p> </p><p>We are working with the Department of Health and Social Care, NHS England and Public Health England on a protocol to support the greater use of community sentences with treatment requirements in courts, including DRRs.</p><p> </p><p>The Community Sentence Treatment Requirement (CSTR) protocol sets out what is expected from all relevant agencies to ensure improved access to treatment for offenders who need it. It focuses on reducing reoffending by addressing the health needs of offenders that may be contributing to their offending behaviour.</p><p> </p><p>The protocol is operating across five courts within England (as health is devolved in Wales). These sites are Milton Keynes, Northampton, Birmingham, Sefton and Plymouth. The NHS Long Term Plan, published in January 2019 includes a commitment by NHS England to build on these pilots. Decisions on how the use of the protocol could be extended will be made in due course, based on the evaluation of the test bed sites.</p>

answer text <p>The Review Working Group is made up of professionals with expertise on mental capacity from across Government, the health, social care, legal and charity sectors. While there is no specialist expertise on speech and language therapy within the group, the Review has received responses from the profession as part of a Call for Evidence. answer text <p>We welcomed David Lammy MP’s Review into the treatment of, and outcomes for, Black, Asian and Ethnic Minority individuals in the Criminal Justice System when it was published in 2017. We remain committed to taking each recommendation from that review forward in some way.</p><p>Ensuring that the courts are both transparent and comprehensible is essential, and publishing sentencing remarks would enable greater public understanding of sentencing decisions. We continue to consider how recommendation 13 could be taken forward. We are considering how the HMCTS Court Reform Programme and continuing developments in technology could provide new, cost-effective options for taking this forward.</p> more like this

answer text <p>There are plans to conduct a full review of the Mother and Baby Unit instruction imminently, and will consult with stakeholders in the summer. As part of the review we will look at what can usefully be included within the instruction to support all pregnant women and new mothers. This will also take account of mothers who are separated from their babies. The review will involve consultation from colleges in other government departments as well as our stakeholders.</p> more like this

answer text <p>Young people with speech and language difficulties are particularly vulnerable, and we are seeking to ensure that those who work with children and young people with a high prevalence of speech, language and communication needs, are trained in recognising and responding appropriately to these needs. Over the last three years we have provided free, national training for Youth Justice professionals supporting them to identify children’s special educational and disability needs and deliver effective engagement and positive long-term outcomes.</p><p> </p><p>Furthermore, in 2015, the Youth Justice Board (YJB) and Royal College of Speech and Language Therapists (RCSLT) published joint practitioner guidance about how to identify children with speech, language and communication needs, how to communicate more effectively with them and how to make written information more accessible. answer text <p>As of 1 February 2019 the population of the secure estate for children and young people, for under 18 year olds was 812. Statistics on Youth Custody population of the prison estate in England and Wales are regularly published and can be found at;</p><p><a href="https://www.gov.uk/government/statistics/youth-custody-data" target="_blank">https://www.gov.uk/government/statistics/youth-custody-data</a></p><p> </p><p>These figures have been drawn from administrative IT systems, which as with any large scale recording system are subject to possible errors with data entry and processing and can be subject to change over time.</p><p> </p><p>We are fundamentally reforming youth custody to ensure that the safety, welfare and rehabilitation of young people are prioritised across all aspects of the system. In addition, we increased frontline Youth Custody Service staff by over a third in 2018 and are completely changing our approach by investing in Secure Schools to put education at heart of youth custody.</p><p> </p><p>Prisons in Scotland and Northern Ireland are a devolved matter and responsibility lies with the Scottish Government and the Northern Ireland Executive respectively.</p>

answer text <p>Please find below the total spend on consultancy for the Ministry of Justice (including Arm’s Length Bodies) for the periods requested. Please note the spend is taken from our Bravo spend tool and is an accurate figure of what has been invoiced within this period:</p><p> </p><p>(i) 2016 - £ 7,202,752.83</p><p>(ii) 2017 - £ 15,433,822.00</p><p>(iii) 2018 - £ 35,633,652.53</p><p>(iv) 2019 - £ 2,655,902.76</p><p>(v) Total for 2016, 2017, 2018 and 2019 to date for MoJ and ALB’s £60,926,130.12</p><p> </p><p>Please note we hire Consultancy Firms not individual named consultants. The department has used 11 suppliers in this time.</p><p><br> Consultants are engaged to deliver short-term on projects where specialist skills required are not available within the organisation. As part of the governance process, approvals are sought from Finance Business Partner, HR Business Partner &amp; the Director General to ensure that project outcomes and budget are validated and to seek confirmation that internal resource is not available to deliver either due to the specialist nature of the project or due to capacity issues enabling delivery within the project timescales.</p><p> </p><p>By making use of consultants, the department can save on salary, national insurance and pension costs associated with permanently employing individuals whose skills may not be needed after a set period.</p>
