It is for local authorities to use the full range of powers available to them and ensure they prioritise resources to tackling this issue. I am raising this with colleagues that Ministry of Justice and we will work with the appropriate people in the court system to ensure sentencing levels act as an effective deterrent.</p><p> </p><p>We have published a consultation on a range of proposals to tackle waste crime and fly-tipping. Fly-tipping involves the illegal deposit of different types of waste, from the small scale deposit of single items to the larger scale deposit of multiple items. Fly-tipping incidents therefore can have different impacts on the environment depending on the type of waste being fly-tipped. The types of waste being fly-tipped can be found here: <a href="https://www.gov.uk/government/statistics/fly-tipping-in-england" target="_blank">https://www.gov.uk/government/statistics/fly-tipping-in-england</a>.</p><p> </p><p>The Environment Agency has recently published the Waste Crime Interventions and Evaluation Project which included an estimation of the environmental cost of illegal waste sites. answer	answer is ministerial correction date of answer 11/01/2018 answer text <p>The threat that diseases such as Xylella pose to our country’s trees is a very real concern, for the landscape and for our economy. This is why in October last year, the Secretary of State wrote to European Commissioner Vytensis Andriukaitis to press for stronger EU protections against the disease, stating that we would be forced to take action if EU protections were not increased. The UK Government secured these increased protections in November 2017. Now, in addition to existing restrictions on host plants from high risk areas, inspections and testing are required for host plants moved anywhere within the EU. When we leave the EU we will have an opportunity to examine all our national biosecurity measures on plant imports to ensure they are as robust as possible to protect the UK against diseases like Xylella. We will then have the opportunity, over time, to ensure our legislative framework is outcome driven and delivers on our overall commitment of improving the environment within a generation.</p><p> </p><p>The UK has a long history of environmental protection and we will safeguard and improve on this record. The charge on plastic bags has already taken nine billion bags out of circulation, reducing usage by 83%. answer	answer is ministerial correction date of answer 16/01/2018 answer text <p>Where it appears to a local authority that a vehicle in its area is abandoned, it has a duty to remove the vehicle, unless (in the case of vehicles not on a carriageway) the cost of moving the vehicle to the nearest carriageway would be unreasonably high. There is no statutory definition of ‘abandoned’, and it is for councils to determine whether any particular vehicle has been abandoned.</p><p>There is no statutory time frame for responding to reports of abandoned vehicles. Where a vehicle is abandoned on land that is ‘occupied’, the local authority must give the occupier 15 days’ notice that it proposes to remove the vehicle. The local authority is not entitled to remove the vehicle if the occupier objects to the proposal within that period.
