answer	answer is ministerial correction date of answer 31/10/2019 answer text <p>Iran's human rights record continues to be of serious concern to the UK, and the Foreign and Commonwealth Office has designated it as one of its Human Rights Priority Countries. We regularly raise the treatment of religious and ethnic minorities in Iran with the Iranian Government, and we continue to take action with the international community to press Iran to improve its poor record on all human rights issues. At the UN General Assembly in September, we brought the international community together at a UK-hosted event to shine a spotlight on Iran's human rights abuses. answer	answer is ministerial correction date of answer 31/10/2019 answer text <p>The UK championed the prevention and treatment of malnutrition as a core aspect of universal health coverage at the high-level meeting at the United Nations General Assembly in September. This is key to ending preventable deaths of mothers, new-borns, and children, given that malnutrition drives 45% of child deaths – a top priority for the UK as recently announced.</p><p>To support countries to achieve universal health coverage the UK is also investing in health systems strengthening and service delivery that integrates nutrition in countries such as Bangladesh and the Democratic Republic of Congo. We have also taken steps to integrate nutrition more strongly into global health initiatives such as the Global Financing Facility. We remain committed to the global effort and the World Health Organisation End Tuberculosis Strategy. We are proud to be at the forefront of work to prevent, detect and treat tuberculosis, including funding research to develop new treatments to tackle drug resistant tuberculosis. Our commitment to provide £1.4 billion to the latest replenishment of the Global Fund will help provide tuberculosis treatment and care for over 2 million people.</p><p> </p><p>A new tuberculosis vaccine could potentially have a significant effect on reducing tuberculosis deaths, and there is cautious optimism about the results for one potential vaccine, although there is still a very high degree of uncertainty for this high-risk research. We regularly call on all the parties to de-escalate, permit humanitarian access, support a ceasefire and return to the UN-led political process. We are clear there is no military solution to the conflict.</p><p>The UK has contributed £1 million to the UN Flash Appeal for Libya. This is to provide funding to the World Health Organisation to deliver life-saving medical care and to the UN Office for the Coordination of Humanitarian Affairs to improve humanitarian access for agencies on the ground. Furthermore, the UN Central Emergency Response Fund (CERF) has released $2 million to provide life-saving assistance to civilians caught up in the fighting, including vulnerable migrants and refugees. The fighting around Tripoli has claimed over 1,000 lives and led to over 120,000 displaced, with concerning reports of airstrikes in civilian areas and increasing attacks on civilian infrastructure. It is vital that all sides engage in a durable ceasefire, ensure humanitarian access, and return to UN-led political talks. The UK is calling on all parties to engage with the UN and humanitarian community, and respect International Humanitarian Law. Aid must be allowed to reach those in need and civilians, including refugees and migrants, must be evacuated to safety.</p><p> </p><p>The UK funds a £3.29 million humanitarian programme to provide multi-sector humanitarian assistance to vulnerable people in Libya, improve access to primary health care, build capacity of health care workers, and bolster humanitarian coordination and capability. Earlier this year £1 million was given to the UN Flash Appeal. Funding to the World Health Organisation will deliver lifesaving medical care, including surgery in frontline referral hospitals, and primary healthcare supplies for 150,000 patients. The Prime Minister spoke to President Erdogan on the 12 and 20 October and called on Turkey to end its military operation. The Foreign Secretary and Defence Secretary also conveyed this message to their Turkish counterparts while I did so with my counterpart, Deputy Foreign Minister Önal, on 26 October. I welcomed the fact that the US-brokered ceasefire appears to be holding and urged this to continue. The Permanent Secretary of the Department for International Trade has commissioned, on behalf of the Secretary of State for International Trade, a full investigation to be conducted to: (i) establish the precise circumstances in which these licences were granted; (ii) establish whether any other licences have been granted in breach of the undertaking to the Court or the commitment to Parliament; and (iii) confirm that procedures are in place to ensure that no further such breaches can occur.
