answer text <p>The number and detected values of fraud listed <del class="ministerial">below</del> <ins class="ministerial"> in the attached table</ins> for each financial year represent the categories provided in Question 21551. The total detected fraud values vary slightly from those provided in the letter on 27 February, reference 3427, because the assessed detected value of fraud can change as a case progresses. answer text <p>The average length of time for an investigation by Fraud Defence to be completed in 2023 to 23 November 2023 was quoted as 742 days in the letter sent on 27 February 2024 in response to Question 3437.</p><p>For the same period, the longest time taken for Fraud Defence to close a case was 1648 days. However, records reflect that the investigation had been concluded in early 2022 but the case was not administratively closed until 2023.</p> more like this

answer text <p>The Confidential Hotline is currently undergoing a programme of upskilling and process improvements. This is an ongoing programme of improvement, in line with evolving standards in law enforcement.</p><p> </p><p>The Target held within the Defence Counter Fraud Strategy Action plan is to have this programme completed by Quarter two financial year 2024-25. Upskilling of the current Confidential Hotline staff and improvements to current processes is already underway.</p> more like this

All incidents of detected fraud are thoroughly investigated, and where possible and proportionate, recovery action is undertaken, either through the Proceeds of Crime Act 2002 (POCA) or through civil recovery methods.</p><p> </p> more like this

answer text <p>The Ministry of Defence has an active lessons-learned programme in response to detected fraud which allows business areas and policy owners to undertake process and policy change to mitigate further loss. No changes in working practices or policy have been identified yet as a result of participation in the National Fraud Initiative 2022/23. The data provided is currently being validated by the Department and any irregularities identified will be investigated where policy or process weakness is identified this will be addressed through the established lessons learned process.</p> more like this
