answer	answer is ministerial correction date of answer 15/05/2023 answer text <p>The Defence Council is constitutionally responsible for the decisions and appointments made in the Service complaints system, but in practice will delegate the majority of its functions to nominated individuals within each of the single Service complaint secretariats. Before a Service complaint can be considered and a decision made, decision makers are responsible for ensuring an investigation is conducted to establish the facts of the complaint. They may decide to authorise another person to carry out that investigation, but the decision maker retains ownership of the complaint, and it is for them to decide the complaint. answer	answer is ministerial correction date of answer 15/05/2023 answer text <p>The Ministry of Defence commissioned a report following the Service Complaints Ombudsman for the Armed Forces’ request for an independent investigation into the overrepresentation of women and ethnic minorities in the Service complaints system. The 2020 study sought to better understand the reasons behind this overrepresentation and identified the need for targeted improvements for women in career progression, flexible working and issues around facilities/infrastructure. The report included several recommendations, many of which were taken into the Women in the Armed Forces programme of work, such as Service complaints no longer being submitted through the Chain of Command, but instead through single Service Central Admissibility teams. answer	answer is ministerial correction date of answer 17/05/2023 answer text <p>While increasing use is being made of automation to support decision-making across the single Service workforce management domains, there are no automated systems currently in service, nor any in development, that will make decisions independently of human intervention. Automated support is streamlining many of the labour-intensive processes which historically have denuded the capacity of single Service workforce planners and managers to focus on resolving people issues as they arise. For example, recruitment processes may use some automation to inform applicants if they are ineligible for a particular role due to their age or nationality, but the system does provide contact details that can be used to discuss potential eligibility for alternative roles.</p><p> </p><p>When recruiting into the Civil Service we may assess candidates using a psychometric test. Tests are taken online, and the test score is calculated from the individual's responses, which are compared with the results of a peer group who took the same test, creating a percentile. answer	answer is ministerial correction date of answer 15/05/2023 answer text <p>The Career Transition Partnership (CTP) is a contracted partnering agreement between the Ministry of Defence and Right Management Ltd. It is the official provider of Armed Forces' resettlement support to all Regular Service leavers, regardless of time served. Over the past 20 years, the CTP has provided transition support to over 250,000 Service leavers across all ranks and single Services, with around 15,000 Service leavers accessing the programme each year.</p><p>The budget for the CTP contract is around £11 million per annum, but the actual annual cost varies between £9 million and £11 million, depending on the volume of Service leavers.
