answer text <p>The Youth Justice Grant is distributed to Youth Offending Teams (YOTs) by the Youth Justice Board (YJB), on behalf of the Ministry of Justice, for the operation and provision of youth justice services. Though varying by YOT, on average the grant makes up around a third of the funding YOTs receive. Local authorities and partner agencies provide the rest of their funding.</p><p>The youth justice system works to prevent offending and reoffending by children (those aged 10-17) and this Government has driven and overseen a number of achievements. In the year ending March 2022, the number of first time entrants was 8,000, which is a 78% fall from the year ending March 2012. Over the same period, the average youth custody population fell by 77% to an average of 450, and the proven reoffending rate fell to 31.2%.</p><p>We want to go further still to drive and oversee the youth justice system. The MoJ introduced a new set of Key Performance Indicators in April 2023 so as to provide greater insight of how the youth justice system is operating.</p>

answer text <p>MoJ Learning and Development for HM Prison and Probation Service (HMPPS) provides operational training, predominantly for newly recruited prison officers and other prison staff. This training covers discrimination, which includes diversity and inclusion, procedural justice perceptions and rehabilitative culture. All HMPPS D&amp;I learning has a common thread of conscious inclusion. The content of the prison officer training programme has been designed in consultation with organisational policy leads.</p><p> </p><p>All HMPPS staff have access to an online e-learning platform called MyLearning. This platform enables staff to continue their professional development journey and offers additional learning which includes workplace adjustments, developing cultural intelligence, diversity and inclusion and respect in the workplace. The Civil Service Expectations training package is also included on this platform which covers discrimination.</p><p> </p><p>The HMPPS Race Action Programme has a Learning and Development Project which has ambitions to address racial discrimination by improving our staff learning offer. This work began with a review of our existing learning provisions to assess quality and relevance. The project is now working to create an open learning culture for all; with better coordinated and more dynamic learning activity which will embed inclusivity across our organisation. This includes establishing a Learning Gateway Board to quality assure new learning, developing an interactive learning platform and setting up a central hub for all diversity and inclusion learning materials.</p>

answer text <p>The number of prisoners self-designating as Gypsy and Traveller are published as part of a more detailed data set, which are released annually as part of the series ‘Offender Management Statistics Quarterly’. The most recent publication of this data was in July 2022.</p><p>The requested information can be found in Table A1.9ii of the ‘Annual Prison Population 2022’ publication:</p><p><a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1094517/Population_30June2022_Annual.ods" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_‌data/file/1094517/Population_30June2022_Annual.ods</a>.</p><p>This showed that on 30 June 2022 1,459 prisoners self-designated as Irish Traveller or Gypsy.</p><p>We do not record separate figures for those declaring as ‘Roma’. answer text <p>The delivery model for prison officer recruitment in the Ministry of Justice (MoJ), HM Prison and Probation Service (HMPPS) and formerly, the National Offender Management Service (NOMS), has changed several times since 2013 to align with business need. This has spanned local, regional, and centralised management of campaigns, as well as the current blended approach of central and local management, with recruitment costs delegated across roles in individual prisons, regional delivery areas, centralised teams, and contracted suppliers.</p><p>Therefore, we do not hold complete figures in each year since 2013 as this information is held in a number of different areas and could only be obtained at disproportionate cost.</p><p> </p><p>The estimated cost to recruit and train a new Band 3 Prison Officer is around £13,000 as published in the Prison Service Pay Review Body 2021 report.
