answer	answer is ministerial correction date of answer 13/09/2017 answer text <p>As we continue to deliver the full Universal Credit service, with its expanded claimant base, we are continually reviewing and refining the way in which we work with vulnerable people, including care leavers.</p><p> </p><p> </p><p>DWP supports care leavers by creating an entitlement to Universal Credit immediately on day one of leaving care, including exemption from serving seven waiting days at the beginning of their claim. She met with the Trussell Trust on 10 July 2017 at DWP’s London HQ and with Helping Hands Homelessness Charity on 1 September 2017 in Portsmouth.</p><p> </p><p>The Parliamentary Under Secretary of State for Pensions and Financial Inclusion visited West Northumberland food bank on 31 August 2017, East London Credit Union on 24 July 2017 in Walthamstow. answer	answer is ministerial correction date of answer 12/09/2017 answer text <p>Our evidence suggests that around 70% of people in employment on low incomes are paid monthly or 4 weekly. The Universal Credit monthly assessment period and payment structure therefore mirrors the world of work while providing the flexibility to adjust when claimants move in and out of work regularly. An assessment period of less than a month would not work for anyone who is monthly paid. In contrast, an assessment period of a month means the system can adjust to weekly fortnightly or four-weekly payments.</p><p> </p><p>As of 13 July 2017 there are 570,000 claimants on the Universal Credit caseload of which 220,000 (39%) are in employment. This includes existing benefit claimants who move to Universal Credit through a change of circumstances. In the initial new claim interview, work coaches are trained to offer personal budgeting support and assess whether claimants need help to manage until their first Universal Credit payment. If so they are advised to apply for an advance. Furthermore, additional work has been done by the Department to raise awareness of advances nationally, including providing options on the UC Helpline, and signposting through the new “Universal Credit &amp; you” guide for claimants and on the new online Money Manager tool offered by the Money Advice Service. However, in order to address the issue of rent arrears in Universal Credit DWP are undertaking a number of initiatives.</p><p> </p><p>Following successful pilots of the ‘Trusted Partner’ scheme and the ‘Landlord Portal Service’, DWP will rollout both initiatives together. We will start enrolling more landlords in stages from October, in tandem with the expansion of the Universal Credit Full Service. We will start with the largest landlord groups, in order to ensure the highest possible number of tenants are able to benefit from the schemes, as early as possible.</p><p> </p><p>The Trusted Partner scheme allows social landlords to play a key role in engaging with their tenants who are Universal Credit claimants, helping those who can’t manage their housing payments to access the support available. The Landlord Portal provides social landlords with the ability to submit information directly to the Universal Credit online system, which supports timely and accurate payment of housing costs to Universal Credit claimants.
