answer	answer is ministerial correction date of answer 26/10/2021 answer text <p>The Government recognises fully business concerns around increasing electricity prices and we are regularly engaging with the rail freight industry on this issue. We are not aware that increasing energy costs are causing freight operators to send freight by road instead of rail.</p><p> </p><p>The Government strongly supports the modal shift of freight from road to rail to reduce congestion and carbon emissions from across the freight sector. This is supported through significant investment in the rail network to improve its capability and capacity for freight, and through £20m per year grant schemes which support the carriage of freight by rail and water on routes where road haulage has a financial advantage, resulting in the equivalent of 900,000 fewer HGV journeys in 2021/22. answer	answer is ministerial correction date of answer 19/10/2020 answer text <p>Unlike franchised passenger services, Open Access Operators run services without a contractual relationship with Government and there is no obligation on the Secretary of State under Section 30 of the Railways Act to run those services. Open access operators were therefore not offered Emergency Recovery Measures Agreements (ERMAs). However, during the COVID-19 outbreak, Open Access Operators have drawn upon business support measures such as the Coronavirus Job Retention Scheme. Other substantial measures, including the Covid Corporate Financing Facility, have also been put in place. Government also provided support for more bespoke measures, such as applications for extensions to track access contracts and deferrals of payments to the British Transport Police. The Government has always been clear that delivery of such is subject to a satisfactory business case and agreement of acceptable terms with the Heathrow Aviation industry. Discussions between the Department and Heathrow Airport Limited to agree an appropriate funding contribution were interrupted following the Court of Appeal’s judgement on the Airports National Policy Statement and the devastating impact of COVID-19, resulting in a delay. Officials are currently working at pace reviewing the applications for funding submitted to Department. Indicative allocations for tranche one have been published on gov.uk and Plymouth was provisionally allocated £249,000. The Department intends to confirm the final amounts awarded to individual local authorities later this month. This will enable work to begin at pace on emergency measures such as closing roads to through traffic, installing segregated cycle lanes and widening pavements.
