<p>The Department has assessed the potential impacts of changes in freight traffic
and border processes on queues at Portsmouth International Port (PIP) in the event
the UK leaves the EU without a deal. This assessment uses hourly freight traffic arrivals
data into the port, therefore accounting for peaks and troughs in HGV arrivals over
the week. Queuing from the port can currently happen during peak periods of normal
operation. However, as a result of potential increased freight arrivals and limited
throughput capacity at the freight entry to the port, we project that up to sixty
HGVs could be queuing to enter the port at peak times in a worst case scenario. Although
this would impact on the M275, we expect these queues to dissipate as arrival rates
drop off beyond peak hours.</p>
