answer text <p>In October 2014, the UK pledged £20 million in early recovery assistance at the Gaza Reconstruction Conference in Cairo. This included funding for reconstructive surgery and rehabilitation for those injured, clearance of unexploded ordnance, short term employment schemes, shelter and basic services, support to the private sector to reopen factories and businesses, funding for the UN’s new construction materials monitoring mechanism, technical assistance and direct support to the Palestinian Authority. The UK has disbursed this pledge in its entirety. Since then the UK has provided more than £25 million of additional support to Gaza for a range of activities, including basic service delivery and further support to the private sector.</p> more like this

answer text <p>DFID’s support to the Occupied Palestinian Territories is delivering a range of results including enrolment of children in primary school, improvements to maternal health-care, humanitarian assistance and legal assistance to Palestinians at risk of eviction from their land. As part of this support, between 2011 and 2015, DFID provided over £3 million to the Facility for New Market Development Programme and Palestinian Market Development Programme, which has helped businesses expand into new markets and products, and supported the creation of over 2800 new jobs. DFID also provided £2 million to the UN Relief and Works Agency’s which supported the creation of over 45,000 short-term jobs for Palestinians in Gaza who have been affected by movement and access restrictions.</p> more like this

answer text <p>We welcome the agreement of the United Nations Statistical Commission (UNSC) on a global indicator framework for the Sustainable Development Goals, which includes indicators on the extent to which needs for family planning; adolescent birth rate; sexual violence; early marriage; female genital mutilation/cutting; informed sexual and reproductive health decision making; and legal frameworks on access to sexual and reproductive health care and information have been met. As the UNSC has noted, the framework is a practical starting point, and further work will be needed on some of the indicators. The UNSC has asked the Inter-Agency Expert Group on Sustainable Development Goal Indicators (IAEG-SDG) to take forward further work on the indicator framework. The IAEG-SDG is composed of member states and includes as observers regional and international organisations and agencies including the UN Regional Commissions. The Office for National Statistics expects to contribute to the development of SDG indicators via the relevant expert groups.</p>

answer text <p>Domestic financing has a central role to play in all countries to strengthen health systems and improve accountability. In April 2001, African Union Heads of State agreed the Abuja Declaration which set a target of allocating at least 15% of budgets to improve the health sector. Subsequently, the share of budgets allocated to health increased from 8.1% in 2000 to 9.6% in 2010. However, even at 15% of government expenditure, many African countries would still lack the funding necessary to improve their health systems significantly. The international community therefore plays an important supporting role in strengthening health systems to contain disease outbreaks and to ensure global health security.</p> more like this

answer text <p>Following lessons learned from Ebola, Her Majesty’s Government (HMG) supports the recommendations from the independent Advisory Group to the World Health Organisation (WHO) Director General on Reform of WHO’s Work in Outbreaks and Health Emergencies. HMG welcomes the action that WHO Director General Chan has already taken in joining together WHO’s disease outbreaks and emergency response departments. We also welcome commitment by the WHO to implement one workforce, one budget, one set of rules and processes, and a clear line of authority which we assess will strengthen WHO’s governance structure and allow for an effective response to outbreak of infectious diseases. HMG has urged the WHO to implement the Advisory Group recommendations in full and without delay and we look forward to an update on progress with this at the World Health Assembly in May.</p> more like this

answer text <p>The Ebola crisis demonstrated the need for reform of the international system of response to disease outbreaks, including reform of the World Health Organisation (WHO). Several independent groups have made important recommendations including the Harvard Global Health Institute and the London School of Hygiene and Tropical Medicine Independent Panel. The WHO Director General commissioned an independent Advisory Group on Reform of WHO’s work in Outbreaks and Emergencies with Health and Humanitarian Consequences. This group considered the Harvard and London School reports but did not include the creation of a Global Health Committee of the United Nations (UN) Security Council in the recommendations they have made to the WHO. Her Majesty’s Government (HMG) supports the Advisory Group recommendations which aim to equip and empower WHO to deliver more effectively in outbreak response and to fulfil its leadership and coordination role in humanitarian crises and to do so with independent oversight. HMG will assess a progress update on WHO’s implementation of these reforms at the World Health Assembly in May.</p>

answer text <p>The UK Aid Strategy sets out the UK Government’s ambition to be a world leader in implementing the Promise on Leave No One Behind. The promise was launched by the Prime Minister and agreed by other world leaders at the UN General Assembly in September 2015. To deliver our strategy, we will prioritise work that targets the most vulnerable and disadvantaged, the most excluded, those caught in crises, and those most at risk of violence and discrimination. We recognise that achieving our overall goal of leaving no one behind will take time, and require concerted and sustained effort across governments, citizens, civil society and businesses. The UK will work in partnership with others to build and sustain momentum on Leave No One Behind at the High Level Political Forum in July 2016 as well as deliver a global moment each year to review progress and give people that are being left behind, including people with disabilities, a regular chance to have their voices heard.</p> more like this
