answer text <p>The Department models the proportion of loans which we expect not to be repaid - the resource accounting and budgeting charge (RAB charge). The RAB charge is estimated to be 50% of the total loan amount. BIS is collecting data on learners as it emerges. answer text <p>The Government expects companies to comply with the requirements of the Reports on Payments to Government Regulations 2014.</p><p> </p><p>The Regulations, which came into effect on 1 December 2014, set out the enforcement and penalty regime for any company that fails to comply in part or in full. It is a matter for the company to ensure that it is fully complying with the requirements. On a criminal conviction for not doing so the penalty may be a fine or a term of imprisonment for the directors of the company.</p><p> </p><p> </p><p> </p><p> </p><p>Reports made annually by companies under these Regulations will be published on Companies House website where both government and other interested parties will be able to consider the reports and their accuracy.</p><p> </p><p> </p><p> </p><p> </p> more like this

answer text <p>We remain committed to ensuring the skills system operates effectively to support the needs of the learners who are most disadvantaged.</p><p> </p><p> </p><p> </p><p>The Department provides Learning Support funding to Colleges and providers to help them meet the additional needs of learners with learning difficulties and disabilities and meet the costs of reasonable adjustments as set out in the Equality Act 2010. Learning Support can cover a range of needs including, for example, an assessment for dyslexia, funding to pay for specialist equipment or helpers and arranging signers or note takers.</p><p> </p><p> </p><p> </p><p>We have maintained the Community Learning budget for 2015-16, at £215.7m, which includes an additional £5m (and £15m 2016-17) for the pilot community learning courses to help adults recover from mild to moderate mental illness, as announced in the Government’s Autumn Statement.</p><p> </p><p> </p><p> </p><p>The freedoms and flexibilities offered by the adult skills budget gives colleges the ability to offer provision to respond best to the priorities and needs of learners and employers in the local area. answer text <p>This Government has saved businesses £2.2bn per annum by cutting regulation through One-in, One-out (later One-in, Two-out) and the Red Tape Challenge. These savings are set out in the Ninth Statement of New Regulation, and have been independently validated by the Regulatory Policy Committee. The Statement can be found at: <a href="https://www.gov.uk/government/publications/one-in-two-out-ninth-statement-of-new-regulations" target="_blank">https://www.gov.uk/government/publications/one-in-two-out-ninth-statement-of-new-regulations</a></p><p> </p><p> </p><p> </p><p>The ‘One-in, One-out’ rule introduced by this Government was introduce to stem the flow of disproportionate regulation by requiring departments to find £1 of regulatory saving to business for every £1 of new regulatory cost. In 2013, we increased our ambition even further by doubling the rule to ‘One-in, Two-out’. Through the Red Tape Challenge, we have tackled the stock of unnecessary, over-complicated and burdensome regulation. Our starting point has been that regulation should go unless there is good justification for the Government to be involved.</p><p> </p><p> </p><p> </p><p>This combined approach to challenging the stock and flow of regulation has made a difference to business experience of red tape in the UK. This is illustrated in the World Economic Forum’s recent ranking of the UK as having the lowest perceived burden of regulation in the G7, a substantial improvement from 2010, when the UK had the third highest perceived burden of regulation in the G7.</p><p> </p>
