It was supported by a series of published sub-strategies, including the 2021 Defence Command Paper and the Defence and Security Industrial Strategy.</p><p><strong> </strong></p><p>The IR 2021 foreshadowed the global turbulence of the last two years. With Russia’s invasion of Ukraine - to whom the UK continues to provide a range of economic, humanitarian and defensive military assistance - to imposing additional sanctions on Russia and Belarus and conflict in the Middle East, the reality is that the world has become more dangerous, with far-reaching consequences for the security and prosperity of the British people.</p><p><strong> </strong></p><p>Integrated Review Refresh 2023 Responding to a More Contested and Volatile World (IRR 2023) set out how the UK will meet that challenge head-on.</p><p><strong> </strong></p><p>IRR 2023 concluded that the broad direction set by IR2021 - which includes the integration of foreign and defence policy - was right and that HMG has made significant progress in delivering against that direction. The Government Baseline Personnel Security Standard check is not a formal security clearance but is a recognised standard for pre-employment screening. These checks ensure departments comply with current legislation (e.g. Right to Work in the UK) and are essential to assure the integrity of our organisation and the safety of staff and individuals.</p><p>Once a job offer is made a Basic Disclosure &amp; Barring Service (DBS) check is undertaken. answer	answer is ministerial correction date of answer 30/04/2024 answer text <p>In line with the established practice under multiple administrations of all political colours, Ministers are provided with legal support and representation where matters relate to their conduct and responsibilities as a Minister.</p><p>As set out in Chapter 6 of the Cabinet Manual, Ministers are indemnified by the Crown for any actions taken against them for things done or decisions made in the course of their ministerial duties. The indemnity covers the cost of defending any proceedings, as well as costs or damages awarded against the minister. Decisions about whether to provide legal support are made by the relevant department’s Accounting Officer, as happened in this case.</p><p>This reflects an important principle that Ministers should be able to carry out their official duties, supported by official advice, in a way which they see fit, without the risk of personal liability constraining their ability to take those official actions. Of course, Ministers remain accountable to Parliament and the wider public for their actions as a Minister.</p><p>It would have a chilling effect on public life if Ministers faced the prospect of personal financial harm from those seeking to pressure the Government through vexatious or hostile litigation (or the threat thereof).</p><p>More broadly, the principle of legal support from the public purse for official duties is not confined to government. I would observe that there is insurance available to members of the House of Commons, provided by that House at taxpayers’ expense, designed to protect those members when carrying out parliamentary and constituency duties. This includes professional indemnity insurance that covers defamation. The most recent edition is for year-ending (YE) June 2023[1].</p><p> </p><p>Net international migration accounts for a significant part of population change. Therefore, it is important that long-term international migration estimates account for those joining or leaving the UK population for all reasons, including international students (on both undergraduate and postgraduate courses). This ensures that the size of the population can be measured and the impact of migration on the economy and service requirements can be understood.</p><p> </p><p>However, I recognise that there is also a user need for estimates of specific groups such as international students, as well as the need to understand the contribution of students to net international migration. Therefore, the latest long-term international migration estimates for YE June 2023 include breakdowns by reason for migration.</p><p> </p><p>Alongside the latest estimates, the ONS also published an article named Reason for international migration: international students update: November 2023[2]. This presents further analysis of net migration of non-EU international students up to the YE June 2023 along with cohort analysis that provides insight on the changing behaviours of international students. This includes how long they spend studying in the UK before emigrating or, for example, transitioning onto work visas.</p><p> </p><p>The ONS are continuing to develop their research in this area to provide more granular estimates, further insights on migration patterns of international students and identify priority areas for further research based on user priorities.
