answer text <p>We remain committed to ensuring the skills system operates effectively to support the needs of the learners who are most disadvantaged.</p><p> </p><p> </p><p> </p><p>The Department provides Learning Support funding to Colleges and providers to help them meet the additional needs of learners with learning difficulties and disabilities and meet the costs of reasonable adjustments as set out in the Equality Act 2010. Learning Support can cover a range of needs including, for example, an assessment for dyslexia, funding to pay for specialist equipment or helpers and arranging signers or note takers.</p><p> </p><p> </p><p> </p><p>We have maintained the Community Learning budget for 2015-16, at £215.7m, which includes an additional £5m (and £15m 2016-17) for the pilot community learning courses to help adults recover from mild to moderate mental illness, as announced in the Government’s Autumn Statement.</p><p> </p><p> </p><p> </p><p>The freedoms and flexibilities offered by the adult skills budget gives colleges the ability to offer provision to respond best to the priorities and needs of learners and employers in the local area. The approach to funding takes into account the impact on individual providers from year to year.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

answer text <p>This Government has saved businesses £2.2bn per annum by cutting regulation through One-in, One-out (later One-in, Two-out) and the Red Tape Challenge. These savings are set out in the Ninth Statement of New Regulation, and have been independently validated by the Regulatory Policy Committee. The Statement can be found at: <a href="https://www.gov.uk/government/publications/one-in-two-out-ninth-statement-of-new-regulations" target="_blank">https://www.gov.uk/government/publications/one-in-two-out-ninth-statement-of-new-regulations</a></p><p> </p><p> </p><p> </p><p>The ‘One-in, One-out’ rule introduced by this Government was introduce to stem the flow of disproportionate regulation by requiring departments to find £1 of regulatory saving to business for every £1 of new regulatory cost. In 2013, we increased our ambition even further by doubling the rule to ‘One-in, Two-out’. Through the Red Tape Challenge, we have tackled the stock of unnecessary, over-complicated and burdensome regulation. Our starting point has been that regulation should go unless there is good justification for the Government to be involved.</p><p> </p><p> </p><p> </p><p>This combined approach to challenging the stock and flow of regulation has made a difference to business experience of red tape in the UK. This is illustrated in the World Economic Forum’s recent ranking of the UK as having the lowest perceived burden of regulation in the G7, a substantial improvement from 2010, when the UK had the third highest perceived burden of regulation in the G7.</p><p> </p>

We support businesses that voluntarily choose to pay the Living Wage when it is affordable and doesn’t cost jobs. From 1<sup>st</sup> October 2015 the adult National Minimum Wage rate will increase to £6.70. This is an increase of 3%, faster than projections for both inflation and average earnings.</p><p> </p><p>This Government is committed to improving living standards, particularly for the low paid and the only way to achieve a sustainable increase in living standards is to focus on economic growth, employment and cutting taxes for the low paid. This is exactly what we are doing.</p><p> </p><p>We are cutting taxes so that people take home more of what they earn: From April 2015 the average person will pay £825 less in income tax than 2010 and over 3.4 million people will be taken out of income tax altogether.</p><p> </p>

answer text <p>The Government has established a governance model for the England 2014-2020 European Structural and Investment Funds Growth Programme. It gives local partners a key advisory role. The Operational Programmes which set out the spending priorities for these Funds have been drafted to reflect priorities identified by local partners including Local Enterprise Partnerships (LEPs).</p><p> </p><p>The Government will review the position on the governance model in the next twelve months and will work with LEPs and other local partners during this time to develop proposals for greater local responsibility.</p><p> </p><p> </p><p> </p> more like this

answer text <p>A total of £1.25bn has been secured by the five LEPs (Local Enterprise Partnerships) in the North West – Liverpool City Region, Cheshire and Warrington, Greater Manchester, Lancashire and Cumbria – from the Government’s Local Growth Fund. As part of this, Liverpool City Region secured £232.2 million in July 2014 and a further £31.6 million through the expansion to Growth Deals in January 2015.</p><p> </p><p> </p><p> </p><p>The North West Fund is an ERDF (European Regional Development Fund) Financial Engineering Instrument which can invest £155 million into SMEs across the North West, including Merseyside, until 31<sup>st</sup> December 2015. 50% of the fund is public sector resources coming from the ERDF programme (£77.5 million) and 50% from the private sector (a further £77.5 million). This will provide loan and equity investments to SMEs in the North West.</p><p> </p><p> </p><p> </p><p>As of December 2014 the fund had invested £111.18 million in capital funding across the North West, of which £36.8 million had been invested to support SMEs in Merseyside. There is sufficient residual funding within the North West Fund to support the capital investment in Merseyside which has already been identified by local partners for the remainder of 2015.</p><p> </p><p> </p><p> </p><p>The Department is currently working with LEPs to develop the 2014-20 ERDF Programme; we anticipate the Operational Programme will receive approval by the European Commission in June 2015. answer text <p>A firm of solicitors has asked BIS how the on-line calculator calculates the period of continuous employment which an employee must complete to qualify for shared parental leave. The calculator is accessed through GOV.UK and is designed to help parents and prospective parents work out their entitlements. We believe that the calculator delivers the right answer for shared parental leave.</p><p> </p><p> </p><p> </p><p>As a result of this query we are now looking at how the calculator calculates the period of continuous employment for entitlement for other forms of statutory leave and also for statutory pay.
