answer text <p>We want to see more and more people using public transport - one of the key ways of encouraging this is to make sure it is a safe option. The transport industry, local authorities, the police and others are already investing in, and undertaking, wide-ranging initiatives to improve the personal security of public transport passengers and staff and to keep our public transport systems as low crime environments.</p><p> </p><p>However, the Government is not readily able to increase passenger services in commercial transport markets. For example, decisions about bus services outside London are largely a matter for the private sector. Equally, it is difficult to see that any such increase would have a positive effect on matters of personal security.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The Highways Act 1980 places the responsibility for the management of the road network with local highway authorities. The New Roads and Street Works Act 1991 places a specific duty on the authorities to co-ordinate works on their networks, and on utility companies to co-operate with them in doing that. The Traffic Management Act 2004 imposed a ‘Network Management Duty' on authorities and enabled them to introduce Permit Schemes which give them powers to more proactively manage and co-ordinate works to minimise disruption for all road users. They also offer discounts on permit fees when utilities work together to minimise impact on road users. More than half of English authorities have now either introduced a permit scheme, or are working towards it, which we welcome.</p><p> </p><p>Officials work closely with representative bodies of both authorities and utilities to encourage increasing co-ordination and co-operation, whilst allowing for essential services to be maintained.</p><p> </p><p> </p>

answer text <p>It is for individual local authorities to decide how to establish the licensing status of vehicles parked in areas restricted to disabled drivers following the abolition of the vehicle tax disc.</p><p> </p><p>The Driver and Vehicle Licensing Agency (DVLA) has liaised with local authorities about the abolition of the tax disc and provided a broad range of information to help inform their customers. A specific email address has been established to deal with any queries from local authorities and a workshop has been organised for 2 July.</p><p> </p><p>The DVLA has also enhanced its online vehicle enquiry system, which now includes information about the taxation class of a vehicle.</p><p> </p><p> </p> more like this

answer text <p>The vehicle tax disc is not used to identify Class 3 mobility vehicles. These vehicles are indentified according to their construction, weight and speed and are required to be registered with the Driver and Vehicle Licensing Agency. answer text <p>The Government will not be able to make a full assessment of the effectiveness of the statutory medical defence for those patients legitimately taking medication until the new drug driving offence comes into force next year. We have though appointed a research company who will be evaluating the effectiveness of the new offence including the application of the medical defence and will report in 2016.</p><p> </p><p>The Government set out the actions it proposes to take on minimising any inconvenience on patients in the summary of responses to the consultations on its proposed drugs and limits to be specified in regulations on 27 March 2014, which is available at <a href="https://www.gov.uk/government/consultations/drug-driving-proposed-regulations" target="_blank">www.gov.uk/government/consultations/drug-driving-proposed-regulations</a> and in the libraries of the House. We do not expect the new drug driving legislation to change for patients from the current position.</p><p> </p><p> </p><p> </p><p> </p>

answer text <p>The use of bioptic devices has been considered by an expert working group established by the European Commission Driving Licence Committee, which included a representative from the Driver and Vehicle Licensing Agency.</p><p> </p><p>They concluded that the minimum standards for driving should not be changed before further research is conducted into the evidence and technological development of the devices.</p><p> </p><p>The use of bioptic devices for driving would be considered only if they do not compromise road safety.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The British and French Governments will move economic regulation of the Tunnel from the Channel Tunnel Intergovernmental Commission (IGC) to the Office of Rail Regulation (ORR) and its French equivalent, and put in place a charging framework by 31 March 2015. We are working with the French Government and anticipate that those commitments will be resolved by March next year. There are no plans to transfer railway safety from IGC.</p> more like this

answer text <p> </p><p>The assessment of the condition of road markings including those for zebra crossings is a matter for individual local highway authorities.</p><p> </p><p> </p><p> </p><p>The Department for Transport provides guidance for traffic authorities on the installation and maintenance of road markings in the Traffic Signs Manual and in Departmental Standards. Compliance with the latter is mandatory on the trunk road network, and constitutes good practice elsewhere.</p><p> </p><p> </p><p> </p><p>However, traffic authorities must balance competing demands on their resources. In particular, severe weather imposes a heavy burden and emergency repair works can divert resources from carrying out routine maintenance operations, no matter how desirable. It would not be appropriate for central Government to interfere in authorities' freedom to decide how best to discharge their statutory duty to maintain the highways under their control.</p><p> </p> more like this
