answer text
I refer the noble Baroness to my answer of 12th November 2018.

Employers, trustees, managers and providers must keep certain records including details of the pension contributions payable in each relevant pay reference period by an employer to the scheme, and the amount payable. This includes the contributions due on the employer’s behalf and deductions made from an individual’s earnings.

The Pensions Regulator has published codes of practice on its website setting out how trustees of defined contribution pension schemes and managers of personal pension schemes should monitor the payment of contributions, provide information to help members check their contributions and report material payment failures to The Pensions Regulator. However, The Pensions Regulator does not hold statistics on contribution data errors. The Pensions Regulator have payment failure reports from pension providers but these do not necessarily represent data errors.

In addition, The Pensions Regulator publishes regular assessments of its automatic enrolment compliance and enforcement activities as well as an annual commentary and analysis report, both of which are available on its website.

Using powers in the European Union (Withdrawal) Act 2018 the BPR will be retained in UK law and amended by a statutory instrument solely to correct deficiencies arising from EU exit and to enable the Regulation to function correctly in a UK context post-exit.
more like this

answer text
On 11 January the Secretary of State for Work and Pensions announced a number of measures that will provide increased support for Universal Credit claimants, including supporting claimants who would benefit from getting paid more frequently. To support this, the Department is running a pilot in 14 jobcentres across England and Wales to actively explain and promote more frequent payments to customers at the outset of their Universal Credit claim. The trial will last for four weeks, followed by a period of evaluation. This analysis will take place over a 3-month period to track the trial cohort to identify take up rates, effects on payment timeliness, effects on phone calls and reversion rates.
more like this

answer text
I refer the noble Lord to the answer I gave on Wednesday 27 February HL13942

There is clear evidence that work offers the best opportunity for families to move out of poverty and towards financial independence. Children in workless households are around 5 times more likely to be in poverty after housing costs than those where all adults work. 62% of children living in a workless couple family are in relative poverty (before housing costs) compared with only 3% where both adults work full-time.

This is why we are continuing to undertake the most ambitious reform to the welfare system in decades – so that it supports people to find and to stay in work. Nationally, there are now over 3.5 million more people in work. Universal Credit is at the heart of these reforms. It is designed to promote full-time work and employment for partners where possible, through smoother incentives to increase hours.

Working parents on UC can have up to 85% of their childcare costs reimbursed – worth up to £1,108 per month for someone with two or more children. We have also introduced additional flexibility on support for up front childcare costs, increased work allowances, and doubled free childcare available to working parents of 3 and 4 year olds to 30 hours per week.

Leaving the EU with a deal remains the Government’s top priority. That is why we are redoubling our efforts to reach a negotiated deal that Parliament can support. As the Prime Minister has made clear, the best way forward is for the UK to leave the EU in an orderly way with a good deal and the Government is working to deliver legal certainty on the UK’s future relationship with the EU. Following our exit from the European Union, we are committed to maintaining a close and collaborative relationship with the EU.
more like this
