answer	answer is ministerial correction date of answer 10/09/2021 answer text <p>Over the last three decades, the UK has achieved record clean growth and has met its world-leading climate change commitments. Between 1990 and 2019, our economy has grown by 78% while our emissions have decreased by 44%, this is the fastest reduction in the G7.</p><p> </p><p>The UK over-achieved against the first (2008-12) and second (2013-17) carbon budgets, and the latest projections show that we are on track to meet the third (2018-22). We recognise the need for further action to meet the fourth (2023-27) and fifth (2028-32) carbon budgets. Our sector decarbonisation strategies, and wider plans to deliver a green economic recovery following the COVID-19 pandemic, will contain further proposals to support delivery of carbon budgets 4 and 5.</p><p> </p><p>We have already published the Energy White Paper, Industrial Decarbonisation Strategy, Transport Decarbonisation Plan and Hydrogen Strategy, and will publish the Heat and Building Strategy in due course. We will also publish a comprehensive Net Zero Strategy ahead of COP26, setting out the Government’s vision for transitioning to a net zero economy. In line with best practice approach for developed countries, the UK communicated a single economy wide absolute emission reduction commitment which covers all UK regions and local authorities. This is then reflected in our national Carbon Budgets.</p><p> </p><p>The Government recognises that local and regional government can, and do, play an essential role in meeting national net zero ambitions and are delivering significant programmes to support national ambition.</p><p> </p><p>Through our local Energy programme, we support Local Enterprise Partnerships, Local Authorities, and communities to play a leading role in decarbonisation and clean growth. The UK’s total greenhouse gas emissions were 809 million tonnes of CO2-equivalent (MtCO2e) in 1990 and decreased by 44% to 455Mt by 2019. Specifically for CO2, the figures were 608Mt in 1990 and 365Mt in 2019 – a 40% fall.</p><p> </p><p>At the same time, the UK’s population grew by 16% between 1990 and 2019. This implies an approximate fall of over 50% in territorial greenhouse gas emissions per person, from 14.1tCO2e to 6.8tCO2e per person. answer	answer is ministerial correction date of answer 19/04/2021 answer text <p>The Government has extended the Energy Company Obligation to 2026 and expanded the Warm Home Discount to £475 million per year from 2022 to 2025/2026. This will see targeted support continue to be provided to low-income and vulnerable households to install energy saving measures and heat their homes over the winter months, while making savings on their energy bills through having better insulated homes. The future Home Upgrade Grant scheme, due to commence in 2022, will support low-income households with upgrades to the worst-performing homes off the gas grid in England. These upgrades will create warmer homes at lower cost and support low-income families with the switch to low-carbon heating. answer	answer is ministerial correction date of answer 25/03/2021 answer text <p>The Climate Change Act 2008 introduced our framework of carbon budgets to mitigate climate change by ensuring continued progress towards our emission reduction target, capping emissions in successive five-year blocks. Through this legal framework and ambitious policy action, we have shown that cutting emissions and growing the economy go hand-in-hand – reducing our emissions by over 43% since 1990 while growing the economy by 78%.</p><p> </p><p>We are going further and faster to mitigate climate change. This year we will set the sixth carbon budget in legislation and publish a Net Zero Strategy ahead of COP26, setting out the Government’s vision for transitioning to a net zero economy.</p><p> </p><p>The Government remains committed to its manifesto pledge to invest £9.2 billion in the energy efficiency of homes, schools, and hospitals, helping to decarbonise buildings to keep us on track to reach net zero emissions by 2050.</p><p> </p><p>The Public Sector Decarbonisation Scheme is a government-funded grant scheme to help public sector organisations in England, including schools, colleges and universities, and reserved public services across to the UK to install low carbon heating and energy efficiency measures on their estates. answer	answer is ministerial correction date of answer 24/03/2021 answer text <p>The UK is already leading the fight against climate change as we work to achieve net zero greenhouse gas emissions by 2050. In setting our carbon emission ambitions, we take advice from the Climate Change Committee, an independent, statutory body which provides expert advice to Government on climate change mitigation and adaptation. Adapting to, as well as mitigating, the inevitable changes in our climate is vital. That is why, we are taking robust action to improve the resilience of our people, economy and environment.</p><p> </p><p>We work closely with Defra on net zero and support their work on adaptation. My Rt. Hon.
