answer	answer is ministerial correction date of answer 12/03/2015 answer text <p>The Youth Justice Board (YJB) is undertaking joint work with its partner agencies to ensure that there is a co-ordinated approach to address the issue of minority groups in the youth justice system.</p><p>The YJB and HM Inspectorate of Prisons (HMIP) commissioned and published the annual report 'Children in Custody 2013-14’ in December 2014. The report includes the results of surveys undertaken in Secure Training Centres (STCs) and Young Offender Institutions (YOIs) in 2013/14, which showed that:</p><ul><li>In YOIs, of 729 young people surveyed, 6% of young people considered themselves to be a Gypsy, Roma and Traveller (GRT).</li></ul><ul><li>In STCs, of 231 young people surveyed, 11% considered themselves GRT.</li></ul><p>As not all young people returned a completed survey, we are unable to determine the actual number of GRT young people held in those establishments, or if this sample is representative.</p><p>Administrative data on the number of young people who considered themselves to be GRT in STCs and Secure Children’s Homes is not held centrally.</p><p>Data on ethnic background, including GRT, is collected for young people in under-18 YOIs. While segregated, prisoners are subject to a number of mandatory safeguards designed to ensure their safety and well being. To identify the number of prisoners who were held in a cell designed for one but shared it with more than one other prisoner in each of the last four years would require manually going through individual prison cell certificate records in each prison, followed by a manual trawl of prisoners' individuals records to identify each prisoner’s cell location in each of the last four years, which could only be undertaken at disproportionate cost.</p><p> </p><p>We will always have enough prison places for those sent to us by the courts and continue to modernise the prison estate so that it delivers best value for the taxpayer. This Government has a long term strategy for managing the prison estate which will provide more adult male prison capacity than we inherited from the previous Government.</p><p> </p><p>Crowding occurs when the number of prisoners in an accommodation unit exceeds the Certified Normal Accommodation in that unit. The average rate of crowding is published in NOMS Annual Report and Accounts.</p><p> </p><p>In 2013-14, the average number of prisoners held in crowded conditions decreased to 22.9% of the total population compared to 23.3% in 2012-13.
