answer	answer is ministerial correction date of answer 18/03/2019 answer text <p>Under the terms of the Franchise Agreement there is a performance regime which deals with poor performance in the areas of cancellations, delays and reduced capacity. Under the Delay Repay scheme, Northern passengers are entitled to compensation if a delay to their train journey means they are delayed in reaching their destination by 15mins or more. Delay Repay for those journeys delayed 15mins or more was announced by the Secretary of State later last year and introduced by Northern on 16 December 2018. As part of this, the Secretary of State has tasked Richard George, an independent industry expert, to assist with railway industry performance improvement in the region covered by TfN. answer	answer is ministerial correction date of answer 13/03/2019 answer text <p>Driver Controlled Operation (DCO) was rolled out on Southern from January 2017. Operationally this means that drivers open and close the doors of the train – a modern and safe way of working. What this means for passengers is that they now have dedicated customer service staff (an on-board supervisor, or OBS) on every train that previously had a conductor. Should an OBS - at short notice - not be able to meet the train, then the train is no longer cancelled, as it would have been with a conductor.</p><p> </p><p>In 2016, no Southern services ran without a scheduled second member of staff on board. However, 8,119 trains were cancelled in 2016 because there was no conductor. answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>Passengers across the East Coast Mainline including those north of York, in Newcastle, Edinburgh and beyond, will benefit from the introduction of new trains by LNER through the Intercity Express Programme.</p><p> </p><p>LNER plan to bring the new trains into service from 2019, to ensure passengers get the best possible customer experience. It is a complex programme, and, as with any new technology and major investment, the infrastructure and train operations need to be rigorously tested to ensure reliable services passengers deserve from day one. The department is working with Hitachi, the ORR, LNER, and Network Rail to ensure that these new trains enter service on the ECML as soon as possible.</p><p> </p><p>Trains will initially be deployed on the London to Leeds route.
