However, we are clear that countries cannot tackle environmental and climate crises alone; we need a concerted global effort. The Glasgow Leaders’ Declaration on Forests and Land Use is an unprecedented commitment from 142 countries, covering over 91% of global forests, to halt and reverse forest loss and land degradation by 2030. It’s underpinned by almost $20bn of public and private finance, by sustainable trade and by support for indigenous peoples’ rights. We will work with other countries that endorsed the Declaration to convert this political commitment into strong action on forests and land use. answer	answer is ministerial correction date of answer 01/10/2019 answer text <p>DFID has been liaising closely with the Government of Pakistan’s National Disaster Management Authority (NDMA) since the earthquake struck on 24 September 2019.</p><p> </p><p>Key humanitarian partners, including UN agencies, met with the NDMA to discuss the response to the earthquake on Friday 27 September. When these organisations are forced to withdraw it has a huge impact on the lives of the most vulnerable. We have urged the Government of Nigeria to complete their investigations swiftly to resolve the dispute and to enable the uninterrupted delivery of humanitarian assistance. answer	answer is ministerial correction date of answer 02/04/2019 answer text <p>Additional support is in place to assist refugees in making a claim for Universal Credit: refugees who are able to provide their biometric residence permit or evidence of their refugee status can be fast tracked through the habitual residency test process; a work coach can use other methods to identify a person where someone does not have ID, including the use of biographical questions; Measures are in place to make payments through other methods where someone does not have a bank account, including post office card accounts or the Payment Exception Service, and a work coach can help people through the process of setting up a bank account where appropriate.</p><p> </p><p>Claimants that are required to provide evidence of their right to reside are subject to the Habitual Residence Test (HRT). The HRT contains two elements: an assessment of the legal right of residence and an assessment of factual habitual residence. We have made this process quicker for refugees by ensuring that refugees who provide documentation which confirms their legal right to reside in the UK will satisfy the HRT and that refugees are exempt from the assessment of factual habitual residence if the Home Office have granted them leave to remain in the UK with recourse to public funds.</p><p> </p><p>New claimants, including refugees, can apply for a Universal Credit new claim advance so they do not have to wait to receive financial support. This is an advance of up to 100% of their total expected award, which is paid back over a period of up to 12 months. answer	answer is ministerial correction date of answer 13/12/2018 answer text <p>While DWP does not administer appeals, this is the responsibility of HM Courts and Tribunals Service (HMCTS), DWP is initially responsible for ensuring all requests for an appeal are considered. For example, having the original decision reconsidered by a different Decision Maker (a Mandatory Reconsideration). Should the claimant subsequently appeal, on receipt of that appeal from HMCTS, DWP are responsible for checking the decision is correct in law, and considering any further information and evidence provided with the appeal. If the decision remains correct, and cannot be revised after considering any further information provided, DWP prepare an appeal response for HMCTS.</p><p> </p><p>DWP works closely with HMCTS to review the outcome of appeal hearings and whether any internal improvements are necessary. Our published Universal Credit Claimant Survey found that 98 per cent of claimants did claim online, and the majority of those said they found the claim process overall to be straightforward. However, we recognise that some people will need help.</p><p> </p><p>For those requiring help, assistance is available through Universal Support. On 1 October 2018 we announced the Department’s new partnership with Citizens Advice and Citizens Advice Scotland, who will fully deliver Universal Support from April 2019. This partnership will ensure we are offering a consistent approach nationally for our most vulnerable customers.</p><p> </p><p>Assisted Digital Support, which is a component of Universal Support, provides help, support and skills claimants need to make and maintain their digital account online. Further support is offered via training courses which claimants are referred to by their work coaches.</p><p> </p><p>Additionally, all jobcentres across the country have Wi-Fi and computers available for claimants to access the internet. For those few that are still unable to access or use digital services, or are not able to travel, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline.
