It is in the interests of long-term stability in the country for there to be free and fair elections that command the confidence of the voters. In support of this the EU, with UK support, has provided financial and technical assistance to the National Electoral Commission in the preparation of a new voter registry in advance of the upcoming Commune and General elections. The longstanding position of the United Kingdom is that it is for India and Pakistan to find a lasting resolution to the situation in Kashmir, taking into account the wishes of the Kashmiri people. It is not for the United Kingdom to prescribe a solution or to act as a mediator. When meeting with members of the Bangladesh government during my visit to Dhaka from 2 to 4 March, I welcomed the humanitarian assistance provided by Bangladesh to the Rohingya people and discussed how the UK and Bangladesh can work together to encourage a durable solution in Burma. I also received a briefing on the situation with the Rohingya refuges from UN agencies working on the ground in the Cox's Bazar area.</p><p>The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon. the Baroness Anelay of St Johns discussed the issue of Rohingya refugees when she met with the Bangladesh High Commissioner in February. answer	answer is ministerial correction date of answer 02/03/2017 answer text <p>​Communication is core to diplomacy and is a component of many roles in the Foreign and Commonwealth Office (FCO): it is therefore not possible to specify the exact number of staff who have a communications remit.</p><p>The FCO's central Communication Directorate had 88 staff on its UK based headcount as of 31 January 2017.</p><p>The Communication Directorate consists of four departments: a Media Office, a Campaigns and Engagement Department, a Digital Transformation Unit and a Counter Daesh Communications Department. Collectively they have responsibility for a range of activities to achieve the FCO's priorities of protecting our national security, generating economic growth and helping British people overseas. answer	answer is ministerial correction date of answer 01/03/2017 answer text <p>​I opened the UK-China Human Rights Dialogue in London on 27 October 2016, where the UK raised concerns about allegations of organ harvesting.</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China on this issue. Officials from our Embassy in Beijing met representatives of the WHO earlier this year. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), raised two areas of human rights concern during his visit to Burma on 20-21 January. On <strong>Rakhine,</strong> he raised concerns about human rights violations with State Counsellor Aung San Suu Kyi and with military-appointed Government Ministers; he stressed the need for a smarter security approach, full humanitarian access and the importance of ending discrimination against the Rohingyas. <strong>On Kachin and Shan</strong> states, he pressed for the military to de-escalate the fighting and remove barriers to humanitarian access. The Foreign Secretary also raised the case of the two detained <strong>Kachin pastors</strong>, Dumdaw Nawng Lat and Langjaw Gam Seng, in his meeting with the Home Affairs Minister.</p><p>The UN High Commissioner for Human Rights has already issued a substantive report on the abuses carried out by the military in Rakhine State since 9 October. The UN Special Rapporteur on the Situation of Human Rights in Burma is also due to issue a full report in March ahead of the UN Human Rights Council.</p><p>In the light of the two reports we will consider, with our EU and international partners, what scope there is for further enhancing scrutiny of the military's actions in Rakhine</p><p>We also continue to support the Rakhine Advisory Commission led by former UN Secretary General Kofi Annan, which is due to report in the summer.
