answer text
We have repeatedly called for an independent investigation into human rights violations in Rakhine state. The UN High Commissioner for Human Rights has already issued a substantive report on the widespread and alarming level of human rights violations carried out by the military in Rakhine State since 9 October. The UN Special Rapporteur on the Situation of Human Rights in Burma also referred to them in her press briefing following her visit in January, and in her report released on 1 March.

With our international partners, we are currently negotiating a Resolution at the Human Rights Council in Geneva, where we are advocating for the renewal of the mandate of the UN Special Rapporteur on Human Rights in Burma. We are also seeking to establish a mechanism which has the support of both the Burmese authorities and the international community to establish the facts and help deliver accountability for the violations. I expressed my deep concern over the situation in Rakhine when I addressed the Human Rights Council on 28 February. I have also raised our concern directly with Burmese Ministers, most recently on 27 February with U Kyaw Tin, the Burmese Deputy Minister of State for Foreign Affairs.

We also fully support the Rakhine Advisory Commission led by former UN Secretary General Kofi Annan. I discussed with Mr Annan the Commission's interim recommendations published on 16 March. The Commission is mandated to provide advice on a long term solution to reconciling inter-communal strife in Rakhine and is due to present its final recommendations in the summer. The UK stands ready to provide any appropriate assistance to enable the Burmese authorities to implement its recommendations.

answer text
The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), raised two areas of human rights concern during his visit to Burma on 20-21 January. On Rakhine, he raised concerns about human rights violations with State Counsellor Aung San Suu Kyi and with military-appointed Government Ministers; he stressed the need for a smarter security approach, full humanitarian access and the importance of ending discrimination against the Rohingyas. On Kachin and Shan states, he pressed for the military to de-escalate the fighting and remove barriers to humanitarian access. The Foreign Secretary also raised the case of the two detained Kachin pastors, Dumdaw Nawng Lat and Langjaw Gam Seng, in his meeting with the Home Affairs Minister.

The UN High Commissioner for Human Rights has already issued a substantive report on the abuses carried out by the military in Rakhine State since 9 October. The UN Special Rapporteur on the Situation of Human Rights in Burma is also due to issue a full report in March ahead of the UN Human Rights Council.

In the light of the two reports we will consider, with our EU and international partners, what scope there is for further enhancing scrutiny of the military's actions in Rakhine

We also continue to support the Rakhine Advisory Commission led by former UN Secretary General Kofi Annan, which is due to report in the summer. This has the support of the Burmese Government and the international community, and represents the most realistic prospect for securing progress in Rakhine State.

answer text
Burma has made considerable strides forward on human rights since State Counsellor Daw Aung San Suu Kyi came to power in April 2016. The new Burmese Government has released over 300 political prisoners, begun to abolish draconian laws, initiated a peace process to resolve the long-running internal conflict, and established a new Rakhine Advisory Commission led by Kofi Annan. Despite this progress, we continue to have a number of concerns about human rights. We are concerned by reports of violations in Northern Shan and Kachin involving civilian casualties and the restriction of humanitarian access to internally displaced people. We are also concerned by the ongoing persecution of Rohingya Muslims in Rakhine State and allegations of human rights abuses in the security response to the 9 October attacks on Border Guard Police posts in northern Rakhine. The Minister of State for Foreign and Commonwealth Affairs, my noble Friend, the Rt Hon Baroness Anelay of St Johns DBE, visited Burma from 9-12 November specifically to address issues of human rights, with a focus on the prevention of sexual violence in conflict.
