answer	answer is ministerial correction date of answer 15/01/2019 answer text <p>​Iran's human rights record continues to be of serious concern to the UK, and the Foreign and Commonwealth Office (FCO) has designated it as one of its Human Rights Priority Countries. The continued restrictions on freedoms of expression, religion and belief are deeply worrying, as is the discrimination against religious and ethnic minorities. While some religious minorities are formally protected in the constitution, the reality is that many non-Muslims face discrimination. Despite constitutional recognition, the persecution of Christians has been continuous, systemic, and institutionalised, and we are particularly concerned by the continuing systematic discrimination, harassment and targeting of members of the Baha'i faith. Women do not enjoy the same rights and privileges as men in Iran and continue to face discrimination. This is done both by offering businesses technical assistance and access to finance for investments, and by working to remove inefficiencies in agri-food value chains. Alongside this, DFID funds research and development of nutritious crops and agricultural technologies and supports their commercial scale-up. DFID also works to strengthen the enabling environment to make it more conducive for companies to invest in nutritious foods and associated inputs, technologies and services.</p><p> </p><p>In addition, DFID supports accountability mechanisms like the Access to Nutrition Index and the Scaling Up Nutrition Civil Society Network to further incentivise more responsible business action on nutrition. Humanitarian goods are not subject to either US or EU sanctions. We are, nevertheless, working with our European partners on mechanisms to support continued trade in humanitarian goods, such as pharmaceutical exports. We have been very clear that we will not tolerate practices which do not reach the highest standards in relation to tackling harassment, including sexual harassment, bullying and abuse of power. The UK expects the current Executive Director to step down. This is vital to signal a strong response to this critical issue within and beyond the organisation.</p><p>The UK’s next scheduled payment to UNAIDS is not due until later in the year. UK aid to the Palestinian Authority (PA) is used exclusively to pay the salaries of vetted health and education public servants, including teachers, doctors and nurses, in the West Bank. Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance through the European Union Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE), ensuring UK funding is not diverted. The UK has never allocated aid to the Martyrs Fund to which you refer and we have always had financial safeguards in place to ensure UK aid reaches the intended beneficiaries. The fund makes payments to Palestinian families who have a family member that has died or been wounded ‘whilst resisting the occupation’. We do not hesitate to raise instances of incitement with the Palestinian Authority and we use our strong partnership to lobby them to make sure payments from the Martyrs Fund cover only family members’ needs. We also want the system to be more transparent.
