answer text <p>The Self Care Forum was established in 2011 to further the reach of self-care and embed it into everyday life. Local organisations involved in self care pilots and evidence based initiatives are free to send their findings to the Self Care Forum as recommended in the All Party Parliamentary Group’s Report, should they wish to do so.</p><p> </p><p>The Five Year Forward View set out how the health service needs to change, with an improved relationship between patients and communities. It made a specific commitment to do more to support people with long-term conditions to help them manage their own health.</p><p>To support this commitment, NHS England established the Realising the Value Programme to help to build an evidence base about what works best for different patients, how much extra resource may be needed to support the growth of services locally and which approaches, if any, are demonstrably cost effective. Additionally, NHS England announced that a consortium led by Nesta and the Health Foundation in partnership with Voluntary Voices (National Voices, Regional Voices, National Association for Voluntary and Community Action and Community Service Volunteers), the Behavioural Insights Team and Newcastle University, had been selected to take forward this work.</p><p> </p><p>Nesta is also seeking to learn from and build on existing toolkits and learning resources and has worked to collate examples. These are hosted on the Nesta website at the following link:</p><p> </p><p><a href="http://www.nesta.org.uk/realising-value-resource-centre" target="_blank">www.nesta.org.uk/realising-value-resource-centre </a></p>

answer text <p>In 2014, NHS England published the <em>Five Year Forward View</em>, which included an account of five new care models designed to promote integrated service provision. 50 Vanguard sites are currently implementing a new care model, with the support of NHS England and the Department, and with a view to spreading lessons and best practice throughout the health system.</p><p>In order to deliver the best outcomes for service users, integration within the National Health Service must be accompanied by integration with social care. The Better Care Fund (BCF), first implemented in 2015/16, is continuing in 2016/17 and requires local government and the NHS to create pooled budgets in every area in England, bringing local leaders and clinical experts together to plan how to spend a portion of their shared resources to provide a more integrated health and care system for local people.</p><p>The BCF has laid the foundation for integration across the country, but the Government wants to go further, faster. The Autumn 2016 Spending Review set out the ambition that every area in England should integrate health and social care by 2020, with a plan for this in place by 2017. Achieving better integration within the NHS will be a key element of the broader ambition to integrate across the health and care system as a whole.</p>

answer text <p>NHS Improvement sets out local pricing rules in the national tariff which are designed to encourage commissioners and providers to set appropriate prices that reflect local conditions and priorities for services that do not have a national price. This includes mental health and community services.</p><p> </p><p>NHS Improvement is leading the cost transformation programme which aims to improve the quality and use of patient-level cost information for all National Health Service funded services. This information will have local and national benefits from helping inform commissioner and provider decision making to setting prices and rules in the national tariff.</p><p> </p><p>NHS Improvement has started the process for developing new costing standards for mental health and ambulance services. The draft costing standards for these services is expected to be published in 2017 and the final standards will be published in 2020.</p> more like this

answer text <p>The Government accepted the Mental Health Taskforce recommendation to identify the gaps in provision between mental health and physical health and has increased funding for mental health to an estimated £11.7 billion last year and have introduced waiting time standards so people know they will be treated quickly.</p><p>This Government continues to hold NHS England to account through the NHS Mandate for the achievement of measurable progress towards the parity of esteem for mental health and clinical commissioning groups are required through the annual planning guidance to increase spending each year on mental health at least in line with the increase in their overall allocation.</p><p>In line with practice in physical health, from 1 April 2015, waiting times standards for mental health came into effect for:</p><p>- treatment within two weeks for more than 50% of people experiencing a first episode of psychosis; and</p><p>- treatment within six weeks for 75% of people referred to the Improving Access to Psychological Therapies (IAPT) programme, with 95% of people being treated within 18 weeks.</p><p>The National Health Service has already achieved waiting time standards for IAPT and we have made changes to the Mental Health Services Dataset to measure performance against the standard for Early Intervention in Psychosis.</p>

answer text <p>The Government is committed to ensuring parity of esteem between physical and mental health which is legislated by the Health and Social Care Act 2012. It also holds the NHS to account for achieving the objectives set out in the NHS Mandate, which includes ensuring that mental and physical health conditions are given equal priority.</p><br /><p>NHS England’s Five Year Forward View set out a clear commitment to driving towards a more equal response across mental and physical health and achieving genuine parity of esteem by 2020. NHS England’s Planning Guidance for 2015/16, <em>Forward View into action: planning for 2015-16</em>, sets out the expectation that clinical commissioning groups’ (CCGs) spending on mental health services in 2015/16 should increase in real terms, and grow by at least as much as each CCG’s allocation increase to support the ambition of parity between mental and physical health. Compliance with the Planning Guidance is being assured at national and Area Team level.</p><br /><p>The Government remains committed to a phased approach to developing further access and waiting standards across mental health. The most recent of which was the Eating Disorder Standard announced in August 2015.</p>
