answer	answer is ministerial correction date of answer 16/01/2019 answer text <p>Each Member State implements the permanent residence requirements of the Free Movement Directive (2004/38/EC) differently and information is not held centrally on the fees charged for equivalent documents. For example, the Netherlands currently charge €51 for permanent residency, and this charge will remain the same for obtaining a status under the Withdrawal Agreement.</p><p>Country-specific information, where available, is detailed in the ‘Living in Guides’ which you can find at:</p><p><a href="https://bit.ly/2PJAHjx" target="_blank">https://bit.ly/2PJAHjx</a></p><p>The Free Movement Directive sets out the registration requirements and the rules of charging for permanent residence that Member States must follow in their processes.</p><p>Under this Directive, a Member State can require a person living there for more than three months to register within a time frame, which should be no less than three months from the date of their arrival. The Directive also states that a citizen’s possession of such registration documents cannot be a precondition for exercising their Treaty rights. Ministers and officials regularly engage with representatives from Anguilla and the other Overseas Territories through the Overseas Territories Joint Ministerial Council which last met on 4 and 5 December 2018. The Withdrawal Agreement ensures that the UK’s membership of the EU, and the CJEU’s jurisdiction in the UK, is wound down in a sensible and orderly way. In keeping with this, and in the interests of ensuring citizens’ rights are interpreted consistently, the UK has agreed that a very narrow group of issues will be able to be referred to the CJEU for an interpretation, having due regard to whether relevant case law already exists.</p><p>For questions that relate to the settled status of EU citizens, UK courts will be able to refer questions of interpretation to the CJEU eight years from exit day, because settled status applications will be made from exit day. Most recently, DExEU Secretary of State, Steve Barclay, and I met the Chief Minister of Gibraltar, Fabian Picardo, on 5 December, and the Prime Minister met him on 15 November. We also meet regularly in the Joint Ministerial Council, our primary forum for engagement, which has met seven times since the referendum.</p><p>Chief Minister Picardo observed in his statement on 23 October that we have worked “hand in glove” throughout the negotiations on Withdrawal. answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>On 6 December the Government published the policy paper Citizens’ Rights - EU Citizens in the UK and UK Nationals in the EU setting out the details of our offer to EU citizens in the UK in the unlikely event of a no deal scenario. This confirms EU citizens resident in the UK by 29 March 2019 will be able to work, study, and access benefits and services as now and that. The Home Office will continue to run the EU Settlement Scheme, with no changes to the basis for qualifying under the scheme.</p><p>This demonstrates the UK Government’s ongoing commitment to citizens and removes any ambiguity over their future.</p><p>We are calling for EU Member States to offer the same protections to UK nationals in the EU. Some countries have committed already to do so, and we hope others will do the same shortly. answer	answer is ministerial correction date of answer 03/12/2018 answer text <p>The agreed Protocol guarantees that even in the unlikely event that the UK’s future relationship with the EU is not in place by the end of the implementation period, the UK will have a sovereign choice whether to bring into effect a temporary single UK-EU customs territory or to extend the implementation period for a short period of time until the new economic relationship is in place.</p><p>The single customs territory option replaces the EU’s proposal for a Northern Ireland-only customs ‘backstop to the backstop’ with a UK-wide solution. It would guarantee no tariffs, quotas or rules of origin between Northern Ireland and the rest of the UK, or between the UK and the EU. As such, the agreed position safeguards the economic and constitutional integrity of the United Kingdom and ensures people and businesses that rely on an open border between the Northern Ireland and Ireland can continue living their lives and operating as they do now.</p><p>Both the UK and the EU are committed to developing alternative arrangements to replace the backstop.The Political Declaration is clear that this includes looking at how facilitative arrangements and technologies can avoid a hard border. The Government is committed to taking the interests of the Overseas Territories into account as we leave the EU, and getting a deal that works for the wider British family, including the Overseas Territories.</p><p>The Overseas Territories are covered by the territorial scope of the Withdrawal Agreement and therefore the arrangements for the Implementation Period. The UK Government has been working closely and effectively with the Welsh Government, the Secretary of State for Wales and Welsh stakeholders on EU Exit to ensure this.</p><p>This includes, for example, the Joint Ministerial Committee on EU Negotiations and the Ministerial Forum on EU Negotiations. The Ministerial Forum recently discussed the UK Government’s proposals for continued cooperation with the EU on culture and education as well as options for continued participation in successor schemes to EU funding programmes, such as Creative Europe, which I understand has played a role in supporting a number of Welsh language projects.
