answer	answer is ministerial correction date of answer 04/04/2019 answer text <p>The European Council has been clear that the Withdrawal Agreement cannot be reopened.</p><p>However, in the light of engagement with the working group of which colleagues were a part, the Prime Minister has secured a legally binding commitment that both sides will aim to replace the backstop with alternative arrangements by December 2020.</p><p>A specific negotiating track will be established to take that work forward at pace in the next phase. The Prime Minister and President Juncker agreed that our teams should hold further talks to find a way forward.</p><p>The Government has delivered on its commitment to provide appropriate analysis to Parliament. The analysis, published in November 2018, focuses on the long-term economic impacts after the UK’s new relationship with the EU comes into effect. It does not seek to capture any short-term changes and does not account for specific factors relating to varying border arrangements. The analysis does not model the Backstop as it is an insurance policy which neither side wish to use; and if triggered, would be explicitly temporary. A majority of members of the House have said they would support a deal with changes to the backstop. These negotiations involved both officials and Ministers. They included discussions about setting out a legally operative backstop, as part of the Government’s commitment to avoiding a hard border between Northern Ireland and Ireland, and as set out in the December 2017 Joint Report.</p><p>The outcome of those discussions is reflected in the draft Withdrawal Agreement laid before Parliament on 26 November. This guarantees that in the event that the UK’s future relationship with the EU is not in place by the end of the implementation period, there will be no hard border between Northern Ireland and Ireland, while maintaining the economic and constitutional integrity of the UK.</p><p>As the Government has made clear, however, this would be an insurance policy that neither the UK nor the EU expects to use. As we do, and as decisions are made, we will take full account of the unique circumstances of Northern Ireland.</p><p>In the event there was no deal, the UK Government is clear that we must respect our unique relationship with Ireland, with whom we share a land border and who are co-signatories of the Belfast Agreement.
