answer	answer is ministerial correction date of answer 04/09/2018 answer text <p>The Government is working to secure continuity of our existing international agreements as we leave the EU. A number of these agreements include service-related elements, such as services chapters in existing EU Free Trade Agreements. The EU and UK agreed at the March European Council that, during the implementation period, the UK is to be treated as a Member State for the purposes of international agreements and that the EU will notify third parties to these agreements to this effect. This approach provides certainty and confidence that there will be no disruption to existing relationships underpinned by international agreements. A number of countries have already publicly welcomed the approach. <br> <br>We are also engaging with partner countries to put in place successor agreements that replicate the effects of existing agreements as far as possible and will come into force following the implementation period. This analysis supports our negotiation of our future partnership with the EU, and informs our understanding of how EU exit will affect the UK’s domestic policies and frameworks. Ministers have a specific responsibility, which Parliament has endorsed, not to release information that would reveal our negotiating position and so the Government will not provide an ongoing commentary on internal analytical work.<br><br>The Government has confirmed that when we bring forward the vote on the final deal, we will ensure that Parliament is presented with the appropriate analysis to make an informed decision. We continue to engage with businesses and industry bodies from all sectors of the economy, and all regions and nations of the UK, in order to inform our negotiations.</p><p>The Government’s recent White Paper on the future relationship between the United Kingdom and the European Union proposes the application of common cross-border process and procedures on VAT and excise, along with administrative cooperation and information exchange. The UK will not be a part of the EU single VAT area, but these common processes would facilitate payments and underpin risk-based enforcement, keeping tax and duty processes as close as possible to what they are currently.</p><p>The Government is undertaking a wide range of ongoing analysis in support of our EU exit negotiations and preparations. The Department continues to recruit the brightest and the best from across the civil service, the wider public sector and the private sector, in a range of professions, including the Government Economics Service (GES). The Department also coordinates the work of specialist economists from across the whole of Government on exit related policy. In our future partnership with the EU, we are seeking to maintain regulatory flexibility in important parts of the UK’s services economy, including broadcasting. Overall, this represents the best, credible proposal for the future relationship and a new and fair balance of rights and obligations.</p><p>As the Prime Minister stated in the Mansion House speech, the EU Audiovisual Media Services Directive (AVMSD) will no longer apply in the UK after the UK leaves the EU and with it the single market. As a result, the “country of origin” principle, in which a company based in one Member State can be licenced by a national regulator and broadcast into any other Member State, will no longer apply.</p><p>The UK is seeking the best possible arrangements for the broadcasting sector. We are focussing on ensuring the ability to trade as freely as possible with the EU and supporting the continued growth of the UK and European broadcasting industry.
