answer text <p>The Department is continuing to develop draft legislation which will provide powers for enforcement authorities to ensure that anyone who wilfully or neglectfully causes an accident when using a personal water craft can be prosecuted. A consultation on the draft legislation, which would be applicable to the whole of the United Kingdom, will be published shortly.</p><p> </p><p>Local and harbour authorities already have significant powers to introduce measures deal with any issues in the waters they manage through byelaws and harbour directions.</p><p> </p> more like this

answer text <p>Namibia is not currently on the list of countries exempt from self-isolation requirements. The Government takes a range of factors into account when deciding which countries to add or remove from the Travel Corridor list. These include an estimate of the proportion of the population that is currently infectious in each country, virus incidence rates, trends and rates of change, transmission status and international epidemic intelligence, information on a country’s testing capacity, testing regime and test positivity rate, an assessment of the quality of the data available, the effectiveness of measures being deployed by a country and the volume of travel between the UK and that country. ​The Government keeps the list of travel corridors under constant review. We will make further exemptions when we are sure that we can do so safely and responsibly.</p> more like this

answer text <p>The letter copied to the Secretary of State has been received. However due to the high number of correspondence the Department has received we have been unable to respond. However, I would like to assure the honourable member for Midlothian, that a response will be sent shortly.</p><p>The Department for Transport is in regular contact with the travel industry regarding the challenges facing the sector as a result of COVID-19. The sector is crucial to the UK’s economy and businesses across the industry are able to draw on the unprecedented package of economic measures we have put in place during this time.</p><p>This includes a Bank of England scheme for firms to raise capital, two business interruption loan guarantee schemes for different sizes of business, Time to Pay flexibilities with tax bills, financial support for employees and VAT deferrals.</p> more like this

answer text <p>We are committed to tackling this virus while enabling a sustainable and responsible return to international travel, and keep our approach to border measures under regular review to ensure that they remain effective and practical. To that effect, the Transport Secretary discusses a range of topics relating to COVID-19 with Cabinet colleagues and international counterparts.</p><p>On 7 October 2020, the Government announced the new Global Travel Taskforce, to support the travel industry and support the safe recovery of international travel. answer text <p>Airspace modernisation is vital to the future of aviation, to delivering net zero and create opportunities for airports to manage the noise impact on local communities. It is a critical infrastructure programme of national importance that will support the aviation sector’s recovery from the impact of the COVID-19 pandemic.</p><p> </p><p>However, in light of the pandemic, we recognise that the timescales in which airspace modernisation will take place will change. We are working with the CAA to review the Airspace Modernisation Strategy, to consider the recommendations from ACOG’s recent report ‘Remobilising the Airspace Change Programme’, and will advise stakeholders of our preferred approach later in the Autumn.</p> more like this

answer text <p>It is a commercial decision for airlines on whether to continue to fly to countries where COVID-19 related border restrictions apply as the restrictions may not apply equally to all customers. We have urged airlines and travel agents to be reasonable and flexible in their refund and rescheduling policies. Customers who are restricted by destination border conditions, applied after they booked travel, should discuss any compensation claims with the airline or their travel insurance provider, in the first instance.</p><p> </p> more like this

answer text <p>The UK’s greenhouse gas emissions target for Net Zero by 2050 covers domestic shipping, and the sector will need to be decarbonised as part of our national effort to tackle climate change.</p><p> </p><p>Research carried out for the Department as part of the 2019 Clean Maritime Plan included a scenario analysis that assessed the factors that will drive the growth of green shipping and the resulting emission pathways to Net Zero. This research informs the Department’s work on this issue and has been published on Gov.UK.</p><p> </p><p>At UN level the UK is actively engaged in the work of the International Maritime Organization to decarbonise the global shipping industry and we have supported the IMO’s recent ‘4<sup>th</sup> Greenhouse Gas Study’ that considers the relationship between growth and global emissions targets.</p><p> </p> more like this

answer text <p>The recently formed Jet Zero Council will focus on developing UK capability to deliver net zero emission commercial flight. This includes considering how to develop and industrialise clean aviation and aerospace technologies, establish UK production facilities for sustainable aviation fuels and develop a coordinated approach to the policy and regulatory framework needed to deliver net zero aviation by 2050.</p><p>The Government has a range of additional programmes to support research and technology on electric flight. These include the Aerospace Technology Institute Programme (£1.95 billion public funding commitment, 2013 to 2026) and the Future Flight Challenge (£125 million public funding).</p><p> </p><p>The Government has also supported the establishment of an Innovation Hub within the Civil Aviation Authority which supports the regulator to engage with innovative companies - such as those developing electric flight - to bring products to market safely.</p><p> </p><p>Recent changes to the Renewable Transport Fuels Obligation make renewable aviation fuels eligible for reward. The Future Fuels for Flight and Freight Competition makes £20 million of capital funding available to projects that will produce low carbon waste-based fuels to be used in aeroplanes and lorries</p><p> </p><p>We are planning to consult shortly to update the Government’s position on aviation and climate change. It is critical that aviation plays its part in delivering the UK’s net zero ambitions.</p>
