answer text <p>We recognise the argument in the Medical Technology Groups report that more can and should be done to accelerate access to patients those medical technologies that have been evidenced to save money.</p><p> </p><p>Improving Lives: The Future of Work, Health and Disability, published in November 2017, demonstrates that the Government recognises that new advances in technology offer more opportunities than ever before to improve outcomes for disabled people and people with long-term health conditions and that it is for the Government to help set the direction and stimulate good ideas.</p><p> </p><p>Further, the response to the Accelerated Access Review set out how partners across the health system will work together to ensure innovative technologies, including devices and diagnostics, can reach patients quickly at a price that the National Health Service can afford.</p><p> </p><p>As part of this, a new Accelerated Access Pathway will be introduced, to streamline regulatory and market access decisions, getting breakthrough products that we believe will be truly transformative to patients more quickly. A new Accelerated Access Collaborative chaired by Sir Andrew Witty, will develop and own the Accelerated Access Pathway which will be operational from April 2018. All products including medical technologies, devices and diagnostics will be eligible for selection.</p><p> </p><p>In addition to the new Pathway, we are providing funding of up to £86 million for United Kingdom firms to develop and test new technologies in the NHS. This could include innovations such as digital technologies to help patients manage their conditions from home instead of a hospital, or to develop new medicines.</p>

answer text <p>The National Institute for Health and Care Excellence (NICE) is the independent body that provides guidance on the prevention and treatment of ill health and the promotion of good health and social care. It produces a range of guidance products, including technology appraisals, guidelines and quality standards.</p><p> </p><p>National Health Service commissioners are legally required to fund treatments recommended by NICE in its technology appraisal and highly specialised technology evaluation guidance. This is reflected in the NHS Constitution as a right to NICE approved drugs and treatments. The Innovation Scorecard published by NHS Digital on a quarterly basis reports on the use of medicines and medical technologies recommended by NICE. The latest report is available at:</p><p> </p><p><a href="https://digital.nhs.uk/catalogue/PUB30185" target="_blank">https://digital.nhs.uk/catalogue/PUB30185</a></p><p> </p><p>All NICE’s other guidance is not mandatory, although as authoritative best practice, the Government expects healthcare professionals to take it fully into account in the care and treatment of individual patients. answer text <p>In the very small number of places where local commissioners are running procurements for the award of such contracts, local National Health Service foundation trusts, NHS trusts and general practitioners have been selected as partners for delivery of those contracts.</p><p> </p><p>The selection of an appropriate provider to hold such a contract will continue to be a matter for local NHS commissioners, and those commissioners must make that selection by way of a process which is compliant with the requirements of the Public Contract Regulations 2015. These involve openness, transparency and equal treatment of potential providers.</p> more like this

answer text <p>No Accountable Care Organisation yet exists in the National Health Service in England, as no contract to commission a provider organisation to operate in this way has yet been awarded. In the very small number of pilot areas in which this process is well advanced, indications are that the lead provider will be a NHS foundation trust. The powers of an NHS foundation trust to borrow are prescribed by section 46 of the NHS Act 2006 and related statutory provisions.</p><p> </p><p>NHS foundation trusts are not-for-profit, public benefit corporations. They are part of the NHS and can retain any surpluses they make in order to invest in services for patients and service users. They can also, subject to the conditions set by their regulator, NHS Improvement, borrow money for the same purpose. All of their activities are subject to meeting the requirements of the regulator.</p> more like this
