answer text <p>NHS England has an ongoing relationship with all the clinical commissioning groups (CCGs) in Staffordshire.</p><p> </p><p>With the agreement of NHS England, the Staffordshire CCGs have agreed to the appointment of a joint Accountable Officer (AO), shared by all the CCGs. On 25 October, it was announced that, following a competitive interview process, Marcus Warnes has been appointed to this post. He is currently the AO of North Staffordshire and Stoke-on-Trent CCGs. Marcus Warnes starts his new role from 1 November 2017 for five out of the six CCGs. He will be supported by Tony Bruce who will remain as AO for East Staffordshire CCG until he leaves in March 2018. Marcus Warnes will then take on the role for East Staffordshire CCG.</p><p> </p><p>The CCGs are also currently working through a process to bring together a joint executive team. This process is at a relatively early stage.</p><p> </p><p>Each CCG will retain its own legal status, ensuring decisions are locally led.</p><p> </p><p>The Department and NHS Improvement have not had any direct discussions with CCGs in Staffordshire about merging.</p>

The vast majority of work conducted within STP areas has therefore been conducted by existing staff from organisations within the STP, sometimes in addition to their duties.</p><p> </p><p>Given this, NHS England has advised that the total staff spend of developing the Staffordshire and Stoke-on-Trent STP could only be obtained at disproportionate cost.</p> more like this

answer text <p>Decisions on configuration such as this are best made by the local National Health Service, who can assess how to meet the needs of people in their area. NHS England and NHS Improvement have issued guidance to the system that can help to support local areas in making these decisions.</p><p> </p><p>For any significant system reconfiguration, the expectation is that all local parts of the system talk to the public and stakeholders regularly.</p><p> </p><p>Furthermore, all significant service change is subject to a full public consultation and proposals must meet the Government’s four reconfiguration tests. These are support from clinical commissioners, clarity on the clinical evidence base, robust patient and public engagement and support for patient choice. There is additional NHS England guidance which means that proposed service reconfigurations should be tested for their impact on overall bed numbers in the area.</p> more like this

answer text <p>Strong Better Care Fund (BCF) plans are in everyone’s interest. The regional assurance of BCF plans is a joint process between NHS England and local government, with NHS England having the final decision as part of its Senior Responsible Officer Role. As stipulated in the Integration and Better Care Fund Planning Requirements 2017-19, local areas should submit their BCF plans by 11 September 2017 for regional assurance.</p><p> </p><p>Stoke-on-Trent has submitted its BCF plan after the deadline. The BCF plan is now being reviewed by the Regional Assurance Panel. answer text <p>Public Health England’s (PHEs) alcohol evidence review published last year highlighted the links in the research, including links between alcohol use disorders, depression and bipolar disorder. The review represents England’s most comprehensive look at the evidence on the public health burden of alcohol and policy responses to reduce the health, social and economic harm.</p><p> </p><p>The review can be read here:</p><p><a href="https://www.gov.uk/government/publications/the-public-health-burden-of-alcohol-evidence-review" target="_blank">https://www.gov.uk/government/publications/the-public-health-burden-of-alcohol-evidence-review</a></p><p>The ‘Drug Misuse and Dependence: United Kingdom guidelines on clinical management’, which were updated earlier this year, specifically address co-existing mental health and substance use problems. The guidelines outline how and where services for people with these conditions should be delivered, depending on the severity of the problem:</p><p><a href="http://www.nta.nhs.uk/guidelines.aspx" target="_blank">http://www.nta.nhs.uk/guidelines.aspx</a></p><p>In June 2017, PHE published guidance on better care for people with co-occurring mental health and alcohol and drug use conditions. answer text <p>Loss of teeth can affect an individual’s ability to eat, speak and socialise. Public Health England has advised the Department that the available literature supports the fact that well-fitting replacement dentures can enable a more varied diet and improve an individual’s quality of life. Dentures are available on the National Health Service and are free for those qualifying for exemption from patient charges. Individuals who are not exempt but are on a low income may qualify for help with dental costs through the NHS Low Income Scheme. Repairs to dentures are also free for everyone.</p> more like this

answer text <p>Access to National Health Service dentistry is improving. For the 24 months ending 30 June 2017 22.2 million adults were seen, an increase of almost 19,000 over the same period in the previous year and for the 12 months ending 30 June 2017, 6.8 million children were seen by an NHS dentist an increase of almost 8,000 over the same period the previous year. NHS England has a legal duty to commission primary care NHS dental services to meet local needs and to help patients who cannot find a local dentist taking on new patients for NHS care. Patients in this situation can contact NHS England’s Customer Contact Centre for assistance.</p><p> </p><p>NHS patient charges are capped to try to avoid cost being a deterrent for those who have to pay a charge.</p><p> </p><p>All those under the age of 18 (or under 19 and in full time education), who are pregnant or gave birth in the last 12 months, as well as those on specified benefits are exempt from charges and receive free NHS dental treatment. For those not qualifying for exemption but on a low income there may still be full or partial help through the NHS Low Income Scheme. All dental practices holding an NHS contract are required to display a poster, provided free of charge, setting out current NHS Charges and highlighting that patients may be exempt from or entitled to help with charges. The Department also provides all such practices with a patient leaflet setting out patient entitlements in more detail. This information is also available on NHS Choices.</p>
