answer text <p>On 12 December 2017, the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment, the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment and the Committee on Carcinogenicity of Chemicals in Food, Consumer Products and the Environment published their joint statement on the relative risk from using heat not burn novel tobacco products notified in the United Kingdom, compared to the risk from smoking conventional cigarettes. As outlined in the Tobacco Control Plan the Government will monitor the impact of regulation and policy on e-cigarettes and novel tobacco products in England (including evidence on safety, uptake, the health impact and effectiveness of these products as smoking cessation aids) to inform our actions and regulate their use. Public Health England will also update its evidence base on e-cigarettes and novel tobacco products annually until the end of the Parliament in 2022. The next report is due to be published in February.</p>

Officials have informed representatives of Action on Smoking and Health on progress with this process, and have reminded them that any grant will be awarded on a competitive basis, in accordance with Cabinet Office guidelines. All interested applicants will need to follow the terms and conditions of the tender after the invitation for bids has been announced.</p> more like this

As such there has been no formal communication with Action on Smoking and Health (ASH) or any other organisation on the proposed tender for tobacco control in England. We have informed ASH that the tender process was yet to commence, and reiterated that the grant will be competed for, in line with Cabinet Office standards for new grants. All interested applicants will need to follow the terms and conditions of the tender after the invitation for bids has been announced.</p> more like this

answer text <p>The Chartered Trading Standards Institute, commissioned by the Department, undertakes an annual survey to assess tobacco control activities carried out by councils across England, including relating to compliance with the Tobacco and Related Products Regulations 2016. Further detail about the levels of non-compliance and associated prosecutions can be found in the 2016/17 Tobacco Control Survey, published on the Trading Standards website.</p><p> </p><p>Throughout 2015/16, the Department, supported by the Chartered Trading Standards Institute, has delivered a comprehensive training package across nine English regions. This consisted of both face to face learning events as well as e-learning opportunities to support the implementation of the Tobacco Products Directive and the Standardised Packaging of Tobacco Products Regulations 2015.</p> more like this
