answer text <p>Automatic enrolment works by requiring employers to enrol all eligible jobholders in to a workplace pension and make a contribution into it. Eligible jobholders do not need to apply to be automatically enrolled. However, those who are not eligible can ask to join their employer’s pension, known as ‘opting-in’, if they choose. Eligible employees are those who are aged 22 to State Pension age; earn £10,000 per year or more; are not already in a qualifying pension scheme and; who ordinarily work in the UK.</p><p> </p><p>Automatic enrolment has been a great success with 7.3 million people enrolled at the end of January 2017. Automatic enrolment is being rolled-out gradually from October 2012 – February 2018 starting with the largest employers down to the smallest. We do not have the data that would show the ratio of men to women within the cohort of people who have already been automatically enrolled. However, there is data available that shows the increases in participation since automatic enrolment began in 2012.</p><p> </p><p>In 2012, overall participation of female eligible employees was 58 per cent, compared to male participation at 52 per cent. In 2015, the participation of female eligible employees was 78 per cent with overall male participation at 73 per cent.</p><p> </p>

answer text <p>Automatic enrolment into workplace pensions was introduced to enable more people to save for their retirement. At the end of January 2017, more than 7.3 million people had already been automatically enrolled.</p><p> </p><p>Minimum contributions are currently a total of 2 per cent (with at least 1 per cent from the employer). The amount people save through automatic enrolment is already set to increase to 5 per cent (with at least 2 per cent from the employer) in April 2018 and 8 per cent (with at least 3 per cent from the employer) in April 2019.</p><p> </p><p>Automatic enrolment has reversed the decline in private pension saving since the last decade. As part of the review of the policy we have embarked on this year, we will look at how we can build on this success. In addition to considering those not currently benefitting from the policy, we will also look at strengthening the evidence base concerning future contributions, and how we can maximise engagement with work place pension saving. <br></p>

answer text <p>Government has already assessed, and continues to assess, the impact of the pension freedoms.</p><p>In advance of the introduction of the freedoms a Tax Information and Impact Note was published by HM Revenue and Customs. This is available on the Gov.uk website.</p><p>An impact assessment was also published for amendments to the 2015 Pension Schemes Act which covered transfers from private sector defined benefit schemes. This is available on the Parliament website.</p><p>Looking forward, HMRC publishes quarterly releases on flexible withdrawals from pensions, and the Financial Conduct Authority also produces regular bulletins on retirement income market data. My Department regularly meets with other government departments, non-departmental public bodies, regulators, think tanks and industry representative groups to consider how industry and individuals are responding to the freedoms.</p><p>The Government committed in its response to the Work and Pensions Select Committee in December 2015 to publish findings from the Pension Wise evaluation research in 2017. This work is now underway with Ipsos MORI and the early findings covering customer experiences of the service were published in October 2016 on the Gov.uk website. Further publications from this programme will follow in 2017 including a comparison between users of the service compared with non-users to identify the impact of the service on understanding of the new pension freedoms.</p><p> </p>

answer text <p>Although employers must automatically enrol their eligible workers into a workplace pension scheme, individuals who genuinely believe it is not in their best interests to save in their current circumstances can opt-out within one month of being enrolled. However, the numbers of people opting-out have been much lower than expected and less than one in ten employees who have been automatically enrolled have chosen not to continue to save through automatic enrolment. People can also chose to cease saving at any time if they feel that this is right in their circumstances.</p><p>The Department has commissioned research to monitor the extent of opt-out and cessation as part of its biennial Employers’ Pension Provision survey. The findings from the latest survey (2015) are available online at <a href="https://www.gov.uk/government/publications/employers-pension-provision-survey-2015" target="_blank">https://www.gov.uk/government/publications/employers-pension-provision-survey-2015</a>.</p><p>Alongside this monitoring, the Department has commissioned more in-depth research to explore the reasons why some employees have chosen to stop saving. The findings are available in the report “Automatic enrolment: qualitative research with employers staging in 2014” which can be found at <a href="https://www.gov.uk/government/publications/automatic-enrolment-qualitative-research-with-employers-staging-in-2014" target="_blank">https://www.gov.uk/government/publications/automatic-enrolment-qualitative-research-with-employers-staging-in-2014</a>.</p><p>It is important that we do not lose touch with those who have opted-out of automatic enrolment and as such, employers are required to re-enrol all eligible workers, including those who chose to opt-out every three years. This prompts individuals to regularly reconsider their saving arrangements and reminds employers of their on-going automatic enrolment duties to their staff. This process has already started amongst the largest employers and The Pensions Regulator publishes monthly updates on the numbers of employees being re-enrolled in its Declaration of Compliance Monthly Report.
