I want the switching process to be as easy and straightforward as possible for consumers and I recognise that switching processes work better for consumers when only one call needs to be made for the switch to happen, to the gaining provider. Working with Ofcom, we will do everything we can to move towards a system of gaining-provider led switching across the board.</p><p>In July, Ofcom published a call for inputs (which closed in September) on switching providers of broadband, pay-TV, mobile voice and data services and bundled services, in order to gauge the impact of these processes on consumers’ experience and on competition. Ofcom is conducting further research and holding discussions with industry and consumer organisations. It will publish a document setting out its findings in the first half of 2015.</p><p>We set out our thinking on GPL switching in the Connectivity, Content and Consumers [CCC} Strategy Paper, published in July 2013. In December 2013 Ofcom announced that GPL switching would be mandated for broadband and fixed telephony over the Openreach network. Full implementation of this will be completed by June 2015. answer	answer is ministerial correction date of answer 21/11/2014 answer text <p>This Government is committed to the roll-out of Superfast Broadband throughout the UK and I enjoy regular discussions with the Secretary of State for Scotland regarding delivery of superfast broadband in Scotland.</p><p> </p><p>The Government has already contributed £100.80m to projects to increase the provision of broadband in Scotland. I am pleased to note that we have made a further £21m available to the Scottish Government to further extend coverage as part of the second phase of the Superfast Broadband Programme. Friend the Secretary of State has not undertaken any specific assessment of the Scandinavian model for providing mobile services but as part of its long-term economic plan, Government it is working with industry to ensure that the UK has a vibrant digital economy. We are investing up to £150 million to improve mobile coverage in areas where there is currently no coverage from any of the Mobile Network Operators (MNOs) through the Mobile Infrastructure Project. Additionally, we are currently consulting on proposals to improve mobile phone coverage in areas where there is a signal from one or more of the UK network operators, but not all four. The consultation closes on 26 November and is available on the GOV.UK website: <a href="https://www.gov.uk/government/consultations/tackling-partial-not-spots-in-mobile-phone-coverage" target="_blank">https://www.gov.uk/government/consultations/tackling-partial-not-spots-in-mobile-phone-coverage</a></p><p> </p><p>All four MNOs are also rolling out 4G mobile services that will provide faster mobile broadband. This rollout is expected to be the quickest in Europe and should deliver excellent coverage both indoors and outdoors. As a condition of the 4G spectrum they acquired by auction in 2013, O2 has an obligation to provide indoor 4G coverage to at least 98% of the UK population (and at least 95% of the population of England, Scotland, Wales and Northern Ireland) by the end of 2017. The other three MNOs have publically committed to matching this coverage by the end of 2015. We have allocated funding to projects areas to deliver superfast broadband to 95% of UK premises, for which Oxfordshire was allocated £6.21m and North Yorkshire was allocated £25.16m from central sources. Oxfordshire is anticipated to achieve 94% superfast broadband coverage and North Yorkshire, 92% superfast broadband coverage. In addition, the projects areas will benefit from delivery of the universal standard broadband and the Government is currently piloting alternative solutions with the aim of extending superfast coverage beyond 95%.</p><p> </p><p>The UK Government also recognises the value of mobile phone coverage in rural areas. Improving coverage is part of the Government’s wider digital inclusion agenda and investment in infrastructure for the long term economic plan.
