answer text <p>In Phase 1 of the Superfast Broadband Programme there are 44 contracts between Local Bodies and providers. 33 of these used the Broadband Delivery Framework. Nine suppliers started the competitive dialogue tender process for the Framework and three submitted final tenders. Two of these tenders were accepted. Of these, only one supplier has submitted bids for individual projects.</p><p> </p><p> </p><p> </p><p>For the remaining 11 local projects an OJEU procurement was used by the Local Bodies. Across the 11 projects a total of 19 different suppliers were invited to submit bids. Four different suppliers submitted ITT responses at the end of the procurement processes.</p><p> </p><p> </p><p> </p><p>All three contracts so far signed for Phase 2 of the programme have used the Broadband Delivery Framework that was established as part of Phase 1.</p><p> </p><p> </p><p> </p> more like this

answer text <p>The Government has identified big data as one of the ‘eight great technologies’ that will propel the UK’s future economic growth. Since 2010, the Government has made a series of strategic investments to support the growth of the big data industry in the UK. These include:</p><p> </p><p>- a £159 million investment programme in the UK’s high performance computing and networks infrastructure announced in 2011.</p><p> </p><p>- £189 million investment announced in 2012 to support a programme of big data and energy-efficient computing projects across the UK co-ordinated by the Economic and Social Research Council.</p><p> </p><p>- £10.7 million announced in December 2013 to create a new Higgs Centre for Innovation at the UK Astronomy Technology Centre in Edinburgh that will focus on big data and space technologies.</p><p> </p><p>- £42 million announced in March 2014 to establish a world-leading Alan Turing Institute, which will be established in 2015 to research the analysis and application of big data.</p><p> </p><p>- Investment of over £50 million to establish the Digital Catapult, based in London, which will bring researchers and business together to accelerate new innovative products to market.</p><p> </p><p>On 31 October 2013, the Government also published ‘Seizing the Data Opportunity: a strategy for UK data capability’, which examines the UK’s capability to make best use of all data including big data, public sector held data, research data, and data collected by companies. The strategy was developed in partnership with industry to place the UK at the forefront of extracting knowledge and value from data.</p><p> </p><p>Since the publication of the strategy, the Government has introduced new legislation on copyright exceptions in June 2014 to enable text and data-mining for non-commercial purpose, and has developed new UK Trade &amp; Industry marketing material to attract increased overseas investment and custom to the UK data centre market.</p>

answer text <p>Tackling nuisance calls and SMS text messages is a priority for the Department.</p><p>In May 2011, the Government provided the Information Commissioner’s Office (ICO) with a monetary penalty power of £500,000, under the Privacy and Electronic Communications Regulations (PECR) 2003 to enforce the PECR more effectively.</p><p>The ICO has issued monetary penalties totaling £315,000 for SMS text messages. Details about enforcement action taken to date by them can be viewed at: <a href="http://ico.org.uk/enforcement/action/texts" target="_blank">http://ico.org.uk/enforcement/action/texts</a>.</p><p>On 15<sup>th</sup> July 2014, we amended Section 393 of the Communications Act 2003, which has enabled Ofcom to disclose information to ICO about organisations sending unsolicited texts.</p><p>On 25 October 2014, the Government published a consultation, which proposes to make it easier for ICO to take enforcement action against organisations, by lowering, or removing the legal threshold.</p><p>Additionally, the National Trading Standards Board (NTSB) and Trading Standards Scotland continue to support the fight against illegal money lenders. As well as arresting and prosecuting loan sharks, the teams work with community partners to provide access to advice and support for victims. Between April 2012 and June 2014, their Illegal Money Lending Team (IMLT) specialist work has resulted in 43 custodial sentences being handed down. In the same period, support has been provided to over 2800 victims. The IMLT works together with the new consumer credit regulator, the Financial Conduct Authority (FCA), to police the market, and can prosecute those who are found to be lending illegally.</p>

Our achievements to date and the work that is currently underway can be viewed at: <a href="https://www.gov.uk/government/consultations/nuisance-calls-consultation" target="_blank">https://www.gov.uk/government/consultations/nuisance-calls-consultation</a>.</p><p> </p><p>Additionally, on 25 October 2014, we published our consultation that proposes to lower or remove the legal threshold for the Information Commissioner’s Office (ICO) to take action against offending organisations. By lowering or removing the legal threshold, the ICO will be able to issue more monetary penalties to organisations in breach of the regulations.
