answer text <p>Responses to the Leadership for Libraries Taskforce’s Ambition consultation are being carefully considered and the Ambition document will be published in due course. There are no plans to amend the Public Libraries and Museums Act 1964.</p><p> </p><p>The 1964 Act does not seek to be overly prescriptive in defining comprehensive and efficient, and it is a matter for local authorities to determine how to provide a public library service to their local community, within available resources.</p><p> </p><p>The ‘Libraries as a Statutory Service’ was published in December 2015 and contains information on the legislative framework for library services under the Act. This sets out the factors to which the Secretary of State gives consideration in response to complaints about whether a local authority is providing a comprehensive and efficient library service.</p> more like this

answer text <p>In its response to the consultation on the Leadership for Libraries Taskforce’s Ambition document, the Local Government Association supported the principle of library authorities working in partnership, collaborating and harnessing their potential for acting together when they want to do this. It is the responsibility for the relevant local authorities to explore and discuss the feasibility of including libraries as part of their devolution deals. DCMS will continue to work with the Libraries Taskforce to consider how we can support library authorities to engage with devolution discussions and share lessons learned with other local authorities.</p> more like this

answer text <p>My Department, together with the Local Government Association, has set up a Leadership for Libraries Taskforce to help public libraries in England build on good practice and add value for the communities they serve. Thanks to Government funding, 99% of public libraries in England will provide free access to Wi-Fi from May 2016.</p>DCMS has also engaged national Digital Engagement partnerships to help users get online; BT and Barclays have worked together to provide free Wi-Fi in 100 libraries and community centres in deprived areas across England; and Lloyds Banking Group and Halifax Community Bank have piloted a scheme to match local branch staff with libraries to deliver basic digital skills training to adults in the UK. more like this

answer text <p>With reference to the answer I gave on 10 February 2015 to Question 222966 our desktop research has identified some further static library closures that have taken place between 7 May 2010 and 8 May 2015. Our estimate is that up to 100 static libraries have closed during this period. The DCMS does not collect information on the number of volunteer-run libraries.</p> more like this

answer text Section 1 of the Public Libraries and Museums Act 1964 places a duty on the Secretary of State to superintend, and promote the improvement of, the public library service provided by local authorities in England, and to secure the proper discharge by local authorities of the functions in relation to libraries conferred on them as library authorities by or under this Act. There are a number of steps being taken to support my Right Hon. Friend the Secretary of State to meet this statutory duty. This includes close monitoring by the DCMS of developments relating to proposed library service changes throughout England and regular engagement by Ministers and Departmental officials with the library sector stakeholders to identify key issues. In addition, Arts Council England, the development agency for libraries, provides support and development to the libraries sector and collaborates and discusses with the relevant stakeholders to identify challenges and opportunities for libraries. more like this
