<p>The Department has not made an assessment regarding this issue.</p><p>If there is evidence that treating emails in this manner is driving anti-competitive behaviour by companies, this should be referred to the Competition and Markets Authority (CMA), the UK’s independent competition authority, for consideration.</p>
