answer text <p>We continue to review the pace of Disability Living Allowance (DLA) to Personal Independence Payment (PIP) reassessment activity on a regular basis to make sure that we are striking an appropriate balance between inviting eligible claimants to claim PIP in a timely manner and ensuring the system is working as effectively as possible. Children in receipt of DLA when reaching age 16 will continue to be invited to claim PIP at that point.</p><p> </p> more like this

answer text <p>Health Professionals undertaking assessments receive training on how to identify the impact of mental health conditions on claimants. This is followed by on-going professional training and support which continues for the duration of their employment in the role. Providers of assessments periodically engage with organisations / experts to help enhance their training materials.</p><p> </p><p>In addition, Mental Health Champions support Health Professionals by providing additional expertise about mental health, cognitive, developmental and learning disabilities and can be referred to at any time during the assessment process.</p><p> </p> more like this

answer text <p>In August 2018, we introduced updated guidance for case managers which will ensure that those who receive the highest level of support under Personal Independence Payment, and where their needs are unlikely to change or may get worse, will now receive an ongoing award with a light touch review at the ten year point. A copy of the award period guidance will be placed in the Library.</p><p> </p><p>The light touch review process and guidance itself has not yet been developed, but we aim to do so well in advance of the first such reviews taking place. We intend to consult with stakeholders as part of that process.</p> more like this

answer text <p>We are absolutely committed to improving the overall Personal Independence Payment (PIP) claimant experience as this is what claimants rightly expect and deserve. The three waves of research that have been completed, and were published in the PIP Claimant Research – Final Report have provided valuable insights, alongside other sources, to make improvements to the PIP application process.</p><p> </p><p>Here are some of the key improvements we have made to the PIP application process:</p><ul><li>In April 2018 we increased our use of SMS text messages to better keep claimants updated about the progress of their claim</li><li>In April 2018 we launched a series of PIP videos to help claimants better navigate and understand the PIP claims process and the types of supporting evidence to send and;</li><li>In October 2016 (after the wave 1 fieldwork), we published a revised version of the PIP2 questionnaire where the language, style and tone of the form was simplified, and paragraphs were shortened to make it easier to understand and more focused for claimants to complete;</li></ul><p> </p><p>However, I recognise that there is more to do to improve the application process and that is why we will be commissioning independent research to support further improvements to the PIP2 questionnaire. In addition to the independent research, we are also progressing options to video record PIP face-to-face assessments to help increase people’s trust in the assessment process. We have been working over the summer to gather views from claimants, representative bodies and health professionals on video recording in order to inform a live testing pilot later in the year, which will inform wider rollout decisions.</p>
