answer text <p>The Government is committed to growing rail freight and unlocking the economic and environmental benefits which it can deliver, with industry estimating rail freight delivers economic benefits of around £2.45bn per year, including, cost savings to industry, environmental benefits and congestion relief.</p><p> </p><p>The Government continues to incentivise modal shift from road to rail through the Mode Shift Revenue Support (MSRS) scheme, which financially supports the carriage of freight by rail and water on routes where road haulage has a financial advantage. The £20m scheme delivers high value for money and in 2021/22 removed around 900,000 HGVs off our congested road network, saving 58,000 tonnes of CO2 emissions. As the employer, TOCs are responsible for the recruitment, training and licensing of train drivers. The Department is committed to ensuring that the transport workforce better reflects our diverse society. For rail, this has meant that Emergency Recovery Measure Agreements and subsequent National Rail Contracts include requirements for TOCs to develop diversity and inclusion strategies. answer text <p>Shortly after the tragic train derailment near Stonehaven in August 2020, Network Rail commissioned Dame Julia Slingo and Lord Robert Mair to recommend improvements that would help better manage extreme rainfall risk. The reports, and Network Rail’s improvement programme plan to act on them, were shared with the Office of Rail and Road (ORR) and Department for Transport (DfT).</p><p> </p><p>In February 2022, the Rail Accident Investigation Branch and a specialist industry team made further recommendations following an investigation into the incident. This additional work has been incorporated within the improvement programme and ORR and DfT officials have received updates as the plan has developed.</p><p> </p><p>Network Rail have maintained regular formal and informal dialogue with ORR and DfT to support their monitoring and keep them aware of the good progress that has been made. In addition, ORR and DfT representatives sit as observers on Network Rail’s programme oversight board.</p>
