answer text <p>The NHS Long Term Plan commits to “test four-week waiting times for adult and older adult community mental health teams, with selected local areas”.</p><p> </p><p>The ‘Clinically-led Review of NHS Access Standards’ Interim Report, published in March 2019, states that NHS England will test four-week waiting times for adult and older adult community mental health teams with selected local areas. As part of this work, the report states that NHS England will “consider the interfaces with specialist community mental health services, particularly where there is an existing evidence base for rapid direct access, such as adult eating disorder services, or early intervention in psychosis services, for which there is already a national access and waiting time standard in place.”</p><p> </p><p>The interim report sets out the initial proposals for testing changes to access standards in mental health services, cancer care, elective care and urgent and emergency care. The proposals will be field tested at a selection of pilot sites across England, before wider implementation. The information gathered through field testing and engagement will inform final recommendations from this Review, and ahead of full implementation beginning spring 2020.</p>

answer text <p>The phrase global or gold standard test is sometimes used to refer to dipstick strip, which are available in home kits, and urine culture tests for urinary tract infection (UTI). The way in which laboratories determine if a UTI is present involves screening tests to look for human cells/blood/protein in the urine, which can be done by machines or using dipsticks, followed by culturing urine to determine if UTI pathogens are present and in sufficient numbers. This second stage process relies on bacterial media/culture techniques and is usually not a specific ‘kit’. If a pathogen is present then the third stage is to determine the antibiotic susceptibility profile of the bacteria.</p><p> </p><p>Guidance on identification and treatment of UTI has been published for different age groups and clinical settings. answer text <p>It is the role of the National Institute for Health and Care Excellence (NICE) to provide evidence and guidance to the National Health Service on healthcare. NICE has published guidance on the recognition and treatment of people with eating disorders. NICE guidelines are based on the best available evidence, with recommendations put together by clinical experts, people using services, carers and the public.</p><p> </p><p>The ‘eating disorders: recognition and treatment guideline’ (NG 69) was published in 2004 and revised in 2017. It includes information on inpatient and day patient treatment, and monitoring people not in treatment. It is available at the following link:</p><p> </p><p><a href="https://www.nice.org.uk/guidance/NG69" target="_blank">https://www.nice.org.uk/guidance/NG69</a></p><p> </p><p>For waiting times, NHS England commissioned the National Collaborating Centre for Mental Health (NCCMH) to develop the ‘Access and Waiting Time Standard for Children and Young People with an Eating Disorder’ Commissioning Guide. The guidance sets out how commissioners and providers should improve treatment pathways to meet the access and waiting time standard.</p><p> </p><p>To inform the work of the team that drafted the guide, the NCCMH set up an Expert Reference Group made up of professionals and clinicians from specialist and technical areas. answer text <p>Since publication of the report of the Commission on Human Medicines Expert Working Group on Hormone Pregnancy Tests (HPTs) the Government has committed to review any important new evidence that arises. In response to publication of the study by Heneghan et al. the Commission on Human Medicines convened an Expert Group to advise on the suitability and robustness of the methodology (including the selection and application of the data quality score) and any clinical implications.</p><p> </p><p>To ensure impartiality none of the members of the Group was involved in the previous review by the Expert Working Group on HPTs. A specific conflict of interest policy was developed and all participants were required to complete and sign a declaration of interests form. Participants were asked to declare personal or non-personal interests in the companies who marketed HPTs or whose predecessors marketed them, current or previous involvement in any studies or reviews on HPTs, the expression in public of a strong opinion about HPTs or any of the companies that produced them, and direct or indirect involvement with, or peer review of, the publication by Heneghan et al. The conflict of interest policy and declarations of participants will be made public in due course.</p><p> </p><p>For complete transparency the meeting was observed by the Chair of the Association for Children Damaged by HPTs, an advocate for those affected by thalidomide, a Lay representative and a representative from the Independent Medicines and Medical Devices Safety Review.</p><p> </p><p>In parallel, the European Medicines Agency is conducting an independent review of the publication by Heneghan et al. Both reviews are ongoing, and we expect the conclusions to be made public within a month of their completion, likely to be May 2019.</p><p> </p>

answer text <p>Average life expectancy at birth in England has been increasing for men and women and is currently around its highest ever. However, improvements in life expectancy have slowed for both males and females since 2011, and average life expectancy in England is currently stable.</p><p> </p><p>The Department published a vision for putting prevention at the heart of the nation's health in November 2018 which set out an ambition for everyone to enjoy at least five extra healthy, independent years of life by 2035 and to reduce the gap between the richest and poorest. Later this year we plan to publish a prevention Green Paper which will set out cross-Government plans for prevention in greater detail.</p><p> </p><p>We are working across Government and with partners nationally and locally to deal with the conditions that make people ill in the first place. We already have world leading programmes for example on childhood obesity and tobacco control, prevention of diabetes and heart disease. We now need to go further to make sure we are targeting our efforts where the need is greatest.</p><p> </p><p>The NHS Long Term Plan sets out new funded action the National Health Service will take to strengthen its contribution to prevention and health inequalities. All major national programmes and every local area across England will be required to set out specific measurable goals and mechanisms by which they will contribute to narrowing health inequalities over the next five and 10 years.</p>
