We also made a commitment to publish the responses from a number of organisations who had been asked to confirm what action they will take in response to the recommendations by the Meningococcal Working Group.</p><p> </p><p>We have collated the responses, and in February 2019 circulated a draft copy for organisations to update their responses, if required. Becoming a parent is an important period and opportunity to offer evidence-based advice and support whilst creating opportunities to support a child’s very early development. The Prevention Green Paper will set out our thoughts in more detail.</p><p> </p><p>Through our new workforce of Mental Health Support Teams, staffed by a new role of Education Mental Health Practitioners, we are providing new capacity for addressing the needs of children and young people with mild to moderate mental health issues. The first cohort of trainees started in early 2019 and the first wave of trailblazer areas will become operational during 2019. answer	answer is ministerial correction date of answer 04/04/2019 answer text <p>The Department has made no assessment of the effectiveness of National Health Service commissioners in meeting their responsibilities to victims and survivors of sexual violence.</p><p> </p><p>Following publication of the Strategic Direction for Sexual Assault and Abuse Services in April 2018, and the NHS Long Term Plan in January 2019, a letter was sent to commissioners on 6 February by myself, and Kate Davies, Director of Health and Justice, Armed Forces and Sexual Assault Services Commissioning at NHS England. In February 2016, the Commission on Acute Adult Psychiatric Care published a final report, ‘Old Problems, New Solutions: Improving acute inpatient psychiatric care for adults in England’, which highlighted that the challenges of finding beds is not simply due to a reduction of beds, but rather relates to hospital discharge issues and the lack of community care and alternatives to admission. Since January 2013, the National Health Service has reported 22 deaths of patients under the care of inpatient children and young people’s mental health services as follows:</p><p> </p><p>- 2013 (four deaths);</p><p>- 2014 (three deaths);</p><p>- 2015 (two deaths);</p><p>- 2016 (two deaths);</p><p>- 2017 (three deaths);</p><p>- 2018 (four deaths); and</p><p>- 2019 (four deaths).</p><p> </p><p>All of these deaths were reported as suspected self-inflicted deaths at the point of notification to the Department.
