This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long term plan which will set out a vision for the health service. The Government has been clear that better access to mental health services, to help achieve the Government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.</p><p> </p><p>The 2018 Budget set out some of aspects of what the long term plan will contain, and further details will follow when the plan is published in due course.</p><p> </p><p>Work on developing mental health support teams for schools forms part of the work to implement the proposals set out in the Green Paper, transforming children and young people’s mental health provision. The first wave of recruitment for the Educational Mental Health Practitioners who will form part of these teams is now under way, and 210 people will take their places on specialist training courses from January. The intention is that these trainees will start working in schools during 2019. The National Institute for Health and Care Excellence (NICE) is the independent body responsible for developing authoritative, evidence-based guidance for the National Health Service. NICE’s guidance is based on a thorough assessment of the available evidence and is developed through extensive engagement with stakeholders. NICE has not yet published its final guideline on depression and has recently consulted publicly on its draft guidance. These include staff working in hospital trusts and clinical commissioning groups (CCGs), but not staff working in primary care or in general practitioner surgeries, local authorities or other providers.</p><p> </p><p>The following table shows the full time equivalent (FTE) figures for the mental health and learning disability workforce in National Health Service trusts and CCGs in England as at 31 March each year, since 2014. The plan sets out concrete steps for delivering 21,000 new posts across the mental health system and implementation is underway.</p><p> </p><p>HEE is working with the Royal College of Psychiatrists to encourage more doctors to choose a career in mental health. The NHS Constitution now states that the National Health Service “is designed to improve, prevent, diagnose and treat both physical and mental health problems with equal regard”.</p><p> </p><p>The Department is investing in mental health to expand and improve services via the Mental Health Five Year Forward View. Spending on mental health increased to a planned £11.86 billion in 2017/18. answer	answer is ministerial correction date of answer 19/07/2018 answer text <p>The Department has committed to delivering mental health “first aid” training to a member of staff in all schools across England by the end of this Parliament.</p><p> </p><p>The programme to deliver Youth Mental Health First Aid training to secondary school staff is in its second year of delivery. We have so far invested over £450,000 in the programme, and have delivered the training to staff in over 1,300 secondary schools. answer	answer is ministerial correction date of answer 07/03/2018 answer text <p>The Government set parity of esteem in physical and mental health in law in the Health and Social Care Act 2012. The Government further reinforced this commitment by welcoming the independent Mental Health Taskforce’s Five Year Forward View for Mental Health report in February 2016. The report set out a strategy for change in four key areas to drive forward improvements in mental health: promoting good mental health and helping people lead the lives they want to live, integrating care, creating a seven-day National Health Service for mental health and hard wiring mental health across health and social care.</p><p>The Government accepted all the report’s recommendations in January 2017 and published a detailed action plan for taking forward the recommendations, including how we will monitor progress and report transparently. NHS England’s Implementation plan for the Five Year Forward View, published in July 2016, also set out a robust plan for delivering the commitments set out in the Five Year Forward View for Mental Health.</p><p>The Government has also set up the first waiting times standards for mental health, including for those experiencing a first episode of psychosis. Latest figures show that over 75% of people experiencing their first episode of psychosis commence treatment within two weeks, exceeding the 50% Early Intervention in Psychosis target set for 2016/17.</p><p>NHS England’s Mental Health Investment Standard also requires the local NHS to increase mental health investment by at least the same proportion as overall allocations. This is planned to be met across England as a whole in 2017/18 and 2018/19.
