answer text <p>We acknowledge the need for focus on early intervention in children and young people’s mental health services, as set out in the Education Policy Institute report. The additional £1.4 billion that the Government has made available to transform children and young people’s mental health services will ensure that an additional 70,000 children and young people per year will receive treatment from National Health Service specialist services by 2020. The recently published green paper on children and young people’s mental health also includes a proposal to trial a four week waiting time for access to specialist NHS children and young people’s mental health services.</p> more like this

answer text <p>The recent Green Paper, ‘Transforming Children and Young People’s Mental Health Provision’, includes a proposal to trial a four week waiting time for access to specialist National Health Service children and young people’s mental health services. New Mental Health Support Teams, a further announcement in the green paper, will also enable children and young people to access earlier help for emerging problems. Both approaches will be tested using trailblazer areas, operational from 2019, to understand what works.</p><p> </p><p>Two waiting time standards applicable to children and young people’s mental health are already in place; the early intervention in psychosis standard is currently exceeding its target and the children’s eating disorder standard is on track to meet its target by 2020/21.</p> more like this

answer text <p>NHS England published a comprehensive quantitative analysis of Local Transformation Plans (LTPs) in March 2016, and a thematic review in August 2016.</p><p> </p><p>This review included detailed analysis of developing models and approaches to identification and management of children and young people with extra vulnerability to mental health problems including those who have experienced abuse or neglect.</p><p> </p><p>The review showed that all LTPs included evidence that clinical commissioning groups and local authorities are working together in the design of the transformation plans; that 90% evidenced partnership with public health colleagues; that 90% evidenced collaboration with education colleagues or consultation with local primary and secondary schools; and that 80% engaged with youth offending teams.</p><p> </p><p>The analysis and the thematic review are both available at:</p><p> </p><p><a href="http://www.england.nhs.uk/mental-health/cyp/transformation/" target="_blank">www.england.nhs.uk/mental-health/cyp/transformation/</a></p>

answer text <p>This information is not held centrally.</p><p> </p><p>However, it has been agreed that Local Transformation Plans should be aligned to Sustainability and Transformation Plans and are subject to annual refresh; this has been reinforced through operational planning guidance.</p><p> </p><p>In 2016/17 this was formally tracked through the clinical commissioning group (CCG) Improvement and Assessment Framework. The majority of CCGs reported at the end of 2017 that plans had been refreshed, and those outstanding were followed up by NHS England Clinical networks and regional teams to ensure outstanding CCGs had refreshed plans.</p> more like this

answer text <p>The Coalition Government published ‘Positive and Proactive Care; reducing the need for restrictive interventions’ and ‘A Positive and Proactive Workforce’ in April 2014. Both guidance documents are clear that corporate training strategies to manage violence and aggression should include clear learning outcomes about effective use of de-escalation techniques, the risks associated with restrictive interventions and safe implementation of restrictive physical interventions. Additionally a multi-agency programme of work is underway to target reductions in restrictive interventions across all mental health services including Child and Adolescent Mental Health Services Tier 4. This includes ensuring provision of accredited training for staff to use de-escalation techniques as appropriate.</p> more like this

answer text <p>At a local level, ring fencing has been seen to distort spending, and in line with the Health and Social Care Act 2012 this approach has been replaced by clinical commissioning groups (CCGs) having the autonomy to make decisions about the health services that best meet the health needs of their local population.</p><p>However, the mental health investment standard and NHS England Mental Health Dashboard have been introduced to ensure transparency and accountability and set a requirement for CCGs and specialised commissioning hubs to increase their spend on mental health services by a greater amount than the growth in their programme allocation.</p> more like this

answer text <p>Children and young people’s mental health is a top priority for this Government which is why we are making an additional £1.4 billion available from 2015/16 to 2019/20 to transform children and young people’s mental health services. This additional money provides funding for clinical commissioning groups and various national programmes, including improving crisis support, expanding the workforce and tackling stigma. The additional money will also be used to improve access to services, with the indicative trajectory for 2018/19 (as set out in NHS England’s implementation plan for their ‘Five Year Forward View for Mental Health’ being for an additional 49,000 additional children to access mental health treatment, rising to 70,000 by 2020/21. Bed numbers in the existing Mother and Baby units will increase so that overall capacity increased by 49% in 2018/19.</p><p> </p><p>Our recent joint Department of Health and Department for Education Green Paper, Transforming Children and Young People’s Mental Health Provision, will be supported by over £300 million and aims to improve provision of services in schools, bolster links between schools and the National Health Service, and pilot a four week waiting time. The consultation period will end in March 2018 and we will subsequently analyse responses to inform implementation of the proposals.</p>
