answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>The introduction of the 5p Carrier Bag Charge has been highly effective at reducing consumption of single-use carrier bags. Composting standard EN 13432 defines the requirements for biodegradability of products required to meet the standard. This requires the use of an industrial composter. Compostable bags can be disposed of in foodwaste collections but only if the householder’s local authority uses an industrial composting process to treat the waste (some use anaerobic digestion). The Government would need to ensure that there was the right infrastructure in place and that the environmental benefits outweighed using conventional plastics before legislating to mandate that all plastic bags were compostable. answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>The Government set out its commitment to working towards zero food waste to landfill by 2030 in the Resources and Waste Strategy which we published in 2018.</p><p>Our recent ‘consultation on consistency in household and business recycling collections in England’ sought views on the collection of food waste from households. The majority of respondents were in favour of this measure. This included reforms to the packaging producer responsibility system to incentivise producers to use easier to recycle packaging and ensure the UK achieves a 70% recycling rate for packaging waste by 2030.</p><p> </p><p>This consultation also proposed a system of modulated fees to incentivise design for recyclability to ensure that the majority of packaging can be easily recycled.</p><p> </p><p>In addition, we have consulted on measures to achieve greater consistency in recycling provision across England. Following support at consultation, we will legislate so that all local authorities in England collect the same core set of dry, recyclable materials and provide a weekly, separate food waste collection service to households, from 2023.
