answer	answer is ministerial correction date of answer 02/02/2021 answer text <p>The Joint Committee on Vaccination and Immunisation (JCVI) advises that the first priorities for any COVID-19 vaccination programme should be to reduce COVID-19 mortality and protect the health and social care staff and systems. As a result, they have based their prioritisation largely on age and those with clinical risk factors aged 16 years old and above.</p><p> </p><p>In line with the JCVI’s recommendations, individuals who regularly work with clinically extremely vulnerable individuals or those who have underlying health conditions, should receive the vaccine in line with social care workers. The local authority Director of Adult Social Services should have ultimate responsibility for identifying eligible social care workers, underlined by the principle aim of achieving high rates of vaccination amongst frontline social care workers who work closely and regularly with those who are clinically vulnerable to COVID-19. This group is defined as adults with asthma who require continuous or repeated use of systemic steroids or with previous exacerbations requiring hospital admission. They will be vaccinated in priority group six. Adults with asthma which requires continuous or repeated use of systemic steroids or with previous exacerbations requiring hospital admission are within that group. This includes anyone who has ever had an emergency asthma admission or those who have an asthma diagnosis and have had three prescriptions for oral steroids over a three-month period an indication of repeated or continuous oral steroids. answer	answer is ministerial correction date of answer 08/02/2021 answer text <p>The Joint Committee on Vaccination and Immunisation (JCVI) are the independent experts who advise the Government on which vaccines the United Kingdom should use and provide advice on prioritisation at a population level. For the first phase, the JCVI has advised that the vaccine be given to care home residents and staff, as well as frontline health and social care workers, then to the rest of the population in order of age and clinical risk factors. Included in this are those with underlying health conditions, which put them at higher risk of serious disease and mortality.</p><p> </p><p>NHS England and NHS Improvement have published a Standard Operating Procedure on the vaccination of frontline health and social care workers.</p><p> </p><p>This sets out the roles and services where individuals are providing frontline social care support may be considered eligible within this cohort. This could include services provided by organisations commissioned by local government and the National Health Service, such as homelessness services and support.</p><p> </p><p>Prioritisation decisions for the next phase are subject to surveillance and monitoring data and information from phase one, as well as further input from independent scientific experts such as the JCVI. The JCVI has advised that the vaccine should be given to care home residents and staff, followed by people over 80 years old and health and social care workers.</p><p>We recognise the vital role unpaid carers play in caring for vulnerable individuals. As with other vaccination programmes, when patients are vaccinated, they are likely to receive a vaccine record card that notes the date of their vaccination, the suggested date for their second dose and details of the vaccine type and batch. This is a vaccine record card, similar to those given to patients for other NHS vaccinations as a note of when they received their vaccine. It is not intended to be used for any other purpose, or as an immunity certificate.
