answer text <p>We want all children, no matter what their special educational need (SEN) or disability, including those with visual impairment, to be able to reach their full potential and receive the right support to succeed in their education and as they move into adult life. That is why we have put in place the significant reforms, through the Children and Families Act 2014, which introduced Educational, Health and Care plans for those that require them, and a real focus on outcomes and transition to adult life.</p><p> </p><p>The supporting statutory guidance, the special educational needs and disability (SEND) Code of Practice, (<a href="https://www.gov.uk/government/publications/send-code-of-practice-0-to-25" target="_blank">https://www.gov.uk/government/publications/send-code-of-practice-0-to-25</a>), makes it clear that all children and young people with special educational needs and disability, including those with visual impairment, must be supported to achieve the good outcomes they deserve.</p><p> </p><p>The framework of core content for Initial Teacher Training sets out that providers should ensure that trainees are equipped to identify the needs of all pupils, and make provision for them, including seeking the advice of colleagues with specialist knowledge and experience. Teachers should be able to recognise signs that may indicate SEND, and support common educational needs through review of their teaching, making adjustments to overcome any barriers to progress and ensuring that pupils with SEND are able to access the curriculum.</p><p> </p><p>We have recently announced £3.4 million funding over 2018-2020, for the SEND schools’ workforce contract, which will be delivered by the Whole School SEND consortium, led by the National Association for Special Educational Needs. The SEND schools’ workforce contract aim is to embed SEND within the school led system of School Improvement in order to equip the workforce to deliver high quality teaching across all types of SEND. The programme of work will: drive education institutions to prioritise SEND; equip schools to identify and meet their training needs in relation to SEND; build the specialist workforce and identify and respond to any gaps in the training and resources available to schools.</p><p> </p>

answer text <p>We have confirmed new trusts for 20 of the 21 Wakefield City Academy Trust (WCAT) schools. Fifteen of these schools have transferred to their new trusts. We are working with all involved to transfer the remaining six academies as soon as possible. Many of the new trusts have an agreement with WCAT to provide school improvement support for schools that are yet transfer. This support is enabling pupils to benefit from an outstanding trust immediately, ahead of the transfer.</p> more like this

answer text <p>In the most recent academic year where data is available (2016/17), 460 trainees undertook Early Years Initial Teacher Training (ITT) on the Graduate Employment Based route at accredited providers across England.</p><p>A total of £3,220,000 was allocated to ITT providers to fund the employer incentive of £7,000 per trainee. It is the responsibility of the ITT provider to pass this on to their respective nursery providers therefore the Department for Education does not directly hold the details of individual nursery providers and the funding they received.</p> more like this

answer text <p>‘Keeping children safe in education’ (<a href="https://www.gov.uk/government/publications/keeping-children-safe-in-education--2" target="_blank">https://www.gov.uk/government/publications/keeping-children-safe-in-education--2</a>) is statutory guidance that all schools (including academies and free schools) must consider when carrying out their duties to safeguard and promote the welfare of their pupils.</p><p>The guidance sets out the following: that children should have a safe environment in which they can learn; all staff have a role to play in safeguarding children; all staff should receive regular safeguarding training and that all schools should have an effective child protection policy. The guidance is clear on the importance of making referrals to children’s social care and/or the police when a child has been harmed or is at risk of harm.</p><p>Ofsted has published guidance that sets out what inspectors must consider when inspecting safeguarding (<a href="https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015" target="_blank">https://www.gov.uk/government/publications/inspecting-safeguarding-in-early-years-education-and-skills-from-september-2015</a>). Inspectors will always report on whether or not arrangements for safeguarding children are effective.</p><p>The Education and Skills Funding Agency has responsibility for considering safeguarding and child protection policies of academies and free schools through compliance with the schools’ funding agreements. When the department is made aware of any safeguarding issues in academies or free schools, we work quickly to involve the right organisations, consider safeguarding and child protection policies and compliance with the funding agreement. If the case requires specific child protection actions or inspection, we will make the appropriate referrals.</p>

answer text <p>As confirmed in the response of 30 April 2018, the information requested on contentious connected party transactions is contained within individual case files and not in a centrally recorded format.</p><p> </p><p>My right hon. Friend, the Secretary of State confirmed in his 9 June speech to the National Governance Association, that academy trusts will have to seek approval from the Education and Skills Funding Agency (ESFA) for Related Party Transaction payments of more than £20,000 and that all transactions below £20,000 will need to be declared. The ESFA will implement the changes during the 2018-19 academic year.</p><p> </p> more like this

answer text <p>Schools are a vital part of the government’s plans to tackle childhood obesity, and the department encourages a healthy, balanced diet and healthy life choices through school funding, legislation and guidance.</p><p> </p><p>The Department for Education does not provide guidance to schools on the specific issue of carrying out obesity checks on pupils. However, Public Health England publishes resources to support families (Change4Life), schools (Our Healthy Year) and health professionals to address childhood obesity.</p><p> </p><p>The School Food Standards provide the legislative framework to ensure schools provide children with healthy food and drink options. We have recently doubled the Primary PE and Sport Premium to £320 million a year from the 2017-18 academic year. We have also established a £100 million healthy pupils capital fund to facilitate an improvement in children’s physical and mental health by increasing and improving access to and use of relevant facilities, such as kitchens, dining facilities, changing rooms and sports facilities. We are also investing up to £26 million to kick-start or improve breakfast club provision in over 1,700 schools.</p>
